The ChESS team is tasked with providing authoritative advice and analysis on areas that involve coordinating and evaluating public policy on climate change affecting all aspects of transportation; legislative and regulatory proposals affecting these areas, conducting studies and analyses, researching and developing requirements, and drafting or reviewing guidance and policy statements related to climate change. Our team is the focal point for the review and coordination of the Department’s transportation policies, priorities, and objectives around climate change.

This role will be fully onsite for local candidates (Washington, DC) and remote for candidates out of the area.

Responsibilities

Duties and Responsibilities:

Application of expertise towards the development, coordination, and evaluation of climate policy affecting all aspects of transportation. Support for developing and coordinating policies and programs related to climate policy within DOT, and in relation to other federal agencies. Reviews of case studies and reports on climate policy and proposals to determine the impact on proposed policy recommendations. Prepares briefings of policy recommendations for review, consideration, and approval by the Director and the Assistant Secretary for Transportation Policy. Completing Project Readiness Reviews and Project Readiness Review QA/QC, under the direction of OST-P30 through Andrew Brunner, EPS, and in coordination with OA EPS as appropriate. Data analysis and reporting related to the duration of NEPA compliance (from grant award to grant agreement) and impacts of NEPA compliance to the completion and execution of a grant agreement or on obligation of grant funds, by discretionary grant award recipients. Research on environmental issues in transportation; specifically, greenhouse gas emissions, reduction strategies, climate change impacts and consequences. Works with modal administrations to adopt innovative environmental partnerships Ensure consistency with existing environmental laws and regulations while exploring innovative new strategies for transportation project development and delivery. Evaluate program functions, policy initiatives, and studies related to climate policy. Advising the Director and the Assistant Secretary for Transportation Policy, the Under Secretary for Policy, and the Secretary regarding climate change and related policy issues affecting the transportation sector Other duties as assigned
Qualifications

Bachelor of Science Degree 5+ years applying progressively responsible and in-depth principles, concepts, and practices related to environmental impact on program activities Excellent written and verbal communication with a commitment to high-quality output This role will be fully onsite for local candidates (Washington, DC) and remote for candidates out of the area.

Knowledge, Skills and Abilities:

Comprehensive knowledge of environmental program requirements, federal policies, and procedures to include air, water, and land pollution; noise pollution; hazardous waste management and disposal; environmental cleanup; National Environmental Policy Act (NEPA) documentation; environmental management research and development; Environmental Quality Awards; and environmental training . Activities are intended to support timely completion of all activities for such BIL funded discretionary grant programs currently undertaken by OST-P30 with support of Operating Administration volunteers and Volpe, as well as to provide data analysis and related information to inform of opportunities to improve the process for NEPA compliance associated with the BIL funded discretionary grant programs. Expert knowledge of a wide range of qualitative and quantitative methods to assess and improve the environmental program. Expert skill in designing and conducting strategic program studies, which may be characterized by very broad or changing parameters to function as technical authority for these programs. Close attention to detail and accuracy of your work.
