Job Title:  Intensive Resources Program Specialist 5 (PS5)
Location:  Olympia, WA The assigned duty station is DCYF Headquarters in Olympia. Remote options are available however, in-person travel is required. This position works with contracted providers located across the state and travel to meetings in-state and out-of-state is required.

The Opportunity:
TheIntensive Resources Program Specialist serves as the subject matter expert for developing and supporting intensive resource providers statewide. Exercising independent judgment, this position oversees and directs the ongoing development, maintenance, and support of intensive resources and advises other program staff and leadership regarding program development needs and revisions. This position will develop and maintain a collaborative and supportive relationship with external intensive resource providers to aid in the development of a strong continuum of resources to meet the needs of children and youth within the child welfare system. This position will develop, implement, and manage strategies and activities to provide statewide technical assistance, engagement, support, review, oversight, and strengthening of current intensive placement resources.

Some of what you'll do: Develop and implement a structured consistent state-wide process for onboarding, providing technical assistance, and supporting new intensive resources contracted providers through their first year of service provision. Develop and implement a consistent state-wide structured process for providing technical assistance, consultative support, and information sharing with established intensive resources contracted providers. Act as statewide lead and subject matter expert for the federal Qualified Residential Treatment Program (QRTP) program requirements under FFPSA.  Liaison between contracted intensive resource providers and other program staff and divisions to facilitate communication, problem resolution, and program development. Develop and implement a state-wide consistent and collaborative approach to reviewing intensive resources programs. Coordinate and participate in compliance and quality assurance program reviews Establish and maintain strong, positive working relationships with contracted providers, other divisions within DCYF, public and private stakeholders, and partner agencies. Work with current providers to identify potential areas of expansion of programming and subsequent training development. Required Qualifications:
Equivalent combination of education and experience totaling six years in a related field including planning, policy analysis, social services, coordination with a variety of public and private agencies, organizations, and/or levels of government. 
OR
Bachelor’s degree AND four years of experience in a related field including planning, policy analysis, social services, coordination with a variety of public and private agencies, organizations, and/or levels of government.
OR
Master’s degree AND two years of experience in a related field including planning, policy analysis, social services, coordination with a variety of public and private agencies, organizations, and/or levels of government.

NOTE: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.

In addition to those required qualifications, our ideal applicant will also have some or all of the following: Previous experience working with or within the Behavior Rehabilitation Services Continuum through QRTP, therapeutic foster care, or in-home wraparound programs.  Demonstrated knowledge of Behavior Rehabilitation Services and/or Intensive Services programming and delivery.  Demonstrated knowledge of the Family First Prevention Service Act (FFPSA) requirements as it relates to Qualified Residential Treatment Programs (QRTP).  Demonstrated ability to work with providers to meet complex contract requirements. Demonstrated knowledge of systems, programs, services, and eligibility for children and youth with mental health or behavioral health needs.  Demonstrated knowledge and skill with the child welfare system, foster care, and matching the needs of children and youth to placement resources and services. Demonstrated knowledge of FamLink, negotiation, child development, ethics and professional standards, social casework principles, and practices; safety framework, decision-making; and interviewing techniques. Demonstrated strong oral and written communication skills. Demonstrated knowledge of federal and state laws, agency-specific policies and procedures, and principles of child development. Demonstrated knowledge of contracts and program development. Demonstrated collaboration, engagement, and conflict management skills. Demonstrated leadership skills.
