Systems of Care Project Director

Behavioral Health

Department of Tribal Health

Hourly Wage: $32.75/Regular/Full-Time/Supervisory


The PD is responsible for providing direct supervision to develop and implement the proposed System of Care grant program for the YNBHS department; establishing the organizational structure; hiring staff; and providing leadership in all facets of the development and implementation of the SOC program. This position will be responsible for the day-to-day operations of the SOC program, including grant management, contract management, and maintaining communication with the assigned SAMSHA Project Officer as required. PD will be responsible for maintaining grant compliance at all times, and is in charge of doing all grant reporting, and grant submissions. The Project Director will coordinate with the Project Evaluators, Lead Family Coordinator, Youth/Young Adult Coordinator, and Cultural Specialist to implement all aspects of the grant; work with key individuals, YNBHS Clinical and other partnering agencies. This person will also collect data and information for annual reports to SAMHSA; and monitor the progress of all components of the SOC grant project.


Examples of Work Performed:

Ability to comprehend and have a strong understanding of SAMHSA grant project and internal policies regarding grant management.

Serve as internal reference and provide assistance in response to station inquiries on grant requirements.

Develop and maintain good working relations with all key stakeholders.

Understand and communicate grant eligibility benchmarks throughout the grant term.

Manage all aspects of grant project reporting and management including: During grant proposal process: Oversee proposal development and application process to ensure that grant requirements conform to YNBHS policies. Gain understanding and develop appropriate budget and spend timeline for grant disbursement, working closely with Project Director. Ensure all budget plans are completed accurately and timely and properly support the grant activities in accordance with grant requirements and grant term. Coordinate with Project Director to ensure that funds are distributed in a timely manner once the grant is awarded so that project work can begin. Monitor monthly expenses and station grant status to ensure that spending guidelines are being met. Monitor progress program goals on a regular basis to ensure that deliverables are being met. Develop and maintain best practices to streamline proposal process; showcase exceptional proposals in various reports or other social media. Keep all records of grant activity, both hard and electronic copies, to comply with YNBHS and SAMHSA recordkeeping policies. Establish and maintain working relationships with other tribal programs as well as non-tribal programs and resources that pertain to YNBHS patients and families. Reviews policies, or creates policies, and MOU's to create systematic changes that will improve the quality of services, and will ensure provision of culturally appropriate services to meet grant requirements. Develop and maintain good working relations with all community agency staff. Participates in Supervisory, Multi-Disciplinary Team Staffing, training, local Advisory/Coalition meetings, and child protective meetings. Coordinates and provides training, and educational programs in conjunction with other organizations, other departments, and community partners that support person's success.

Maintain final grant documents including final financial report and narrative and other important documents.

Prepare all summary reports needed by grantors, including but not limited to interim and final reports.

Other duties as assigned by Project Director.


Knowledge, Skills and Abilities:

Must have knowledge of Yakama Nation Behavioral Health Services mission, services, and functionality.

Knowledge of HIPAA, 3rd Party Billing, and how it relates to YNBHS.

Ability to set priorities, set timelines, and accomplish goals on time.

Excellent written and oral communication skills.

Strong computer skills including the use of Microsoft Office applications.

Ability to work successfully with high-level professionals.

Ability to effectively build relationships with members and other Tribal departments and community partners.

Knowledge of system of care values.


Minimum Requirements:

Masters Degree in behavioral health/ social services field or Bachelor's Degree in behavioral health/ social services with 5 years of behavioral health experience.

Experience with federal or state grants such as grant writing and development, implementation, and monitoring, and or budget development and oversight.

Must have experience working with grant projects.

Supervisory experience required with experience that reflects the ability to work with both Tribal and Non-Tribal providers.

Must uphold strict confidentiality.

This position will require significant travel through the Yakama Reservation and out of town.

Must pass a pre-employment background check.

Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.

Required to pass a pre-employment drug test.

Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
