Job Description

The Regional Coordinator - Region 8 will assist the Assistant Chief - TIFMAS with management of the TIFMAS program. They will attend regional meetings in coordination with TIFMAS leadership to promote the program, as well as assist with the delivery of trainings and the delivery of the red-carding process. The Regional Coordinator will deploy as able to assist with anything ESF4-related, during incidents, assist with inventory of radios, PPE, etc. for regional cache trailers and any other department needs. They will serve as a member of the TAMFS Incident Management Team and interface with the EMTF Program. Region 8 includes the following offices: Austin, College Station, La Grange, McGregor and Smithville.


Responsibilities:

-Serve as a member of the ESF4 leadership team. Assist the Assistant Chief - TIFMAS in the management of the program by supporting, participating and delivering essential functions of the program as assigned. Assist with and manage special projects, which may include budgeting, plan development, meetings, committee participation and other functions.

-Identify essential training and qualification needs for region/area operations. Assist with coordinating the professional development of personnel within the region and deliver trainings and assist them with obtaining required qualifications. Ensure readiness and operational safety of all TIFMAS emergency response resources and personnel within the region.

-Assist with coordination of response to wildland fire incidents as well as other all-hazard incidents and events within the region.

-Serve on the agency incident management teams as an emergency responder. Emergency response may require extended travel of 14+ days away from the home unit and may include working long hours with minimal rest and in primitive conditions in addition to exposure to harsh environmental conditions: smoke, wind, sunlight, rain, temperature extremes. Walking longs distances, standing for extended periods, twisting, bending, reaching and kneeling, lifting and carrying heavy objects. Driving motor vehicles for long distances. Operating heavy equipment with related exposure to equipment vibration and noise. Operating computers with monitors for extended periods of time. Emergency response may result in exposure to emotionally stressful situations for extended periods of time. This position must meet and annual physical fitness standard by passing the Moderate level Work Capacity Test (WCT).

-Promote interaction of regional personnel with fire departments, emergency management community, other state and federal agencies and other partners and cooperators on incident management and fire-related issues. Duties may include ensuring individual or regional support of efforts such as assisting with local capacity building programs and other initiatives that increase response capabilities at the local, regional and statewide level, with related training and preparedness, as well as supporting additional programs and projects including training academies, fuels assessments and other intra and inter-departmental activities.

-Be familiar with issues at the state, area and regional levels that impact fire and emergency management. Assist with delivery of all agency programs related to emergency response.

-Manage and account for assigned agency credit cards, agency vehicle log books, activity time reports and any assigned agency-owned equipment in accordance with applicable laws, rules, policies, procedures and guidelines.

-Other duties as assigned.

Education and Experience:
Required Education: Bachelors degree

Preferred Education: Master's degree in Emergency Management, Fire Sciences, Public Administration or related field of study.
Required Experience: A minimum of seven years experience with a recognized fire department, wildland fire agency or emergency management organization in a position that includes emergency response. Demonstrated knowledge of the Texas Fire Service and particularly the Texas Intrastate Fire Mutual Aid System (TIFMAS). Experience operating under the National Incident Management System.

Preferred Experience: Experience operating under IMS. Experience as an instructor, particularly in ICS and IMT Program Trainings, as well as NWCG, EMI and USFA courses. Experience on an active IMT, with experience on the team as a Unit Leader or Section Chief level.

Knowledge, Skills and Abilities:
Required Knowledge: Knowledge of word processing and spreadsheet applications.

Preferred Knowledge: Working knowledge of wildfire hand-tools, water delivery equipment, firefighter personal protective equipment, wildland fire apparatus or IMT experience.

Required Skills: Excellent verbal and written communication skills. Strong interpersonal, organizational, and customer service skills.

Preferred Skills: Sound judgement. Great attention to detail.

Required Abilities: Ability to develop and maintain relationships with various cooperators, stakeholders and the general public. Work within NIMS/ICS environment at wildfires and all-hazard incidents. Ability to travel, attend and provide required training programs, meetings and other functions statewide. Ability to multitask and work cooperatively with others.

Registrations, Certifications, and Licenses:
Required: Valid Texas Driver's license or ability to obtain one. Have or obtain NWCG or NQS certifications as a member of the Command or General Staff or Unit Leader within 2 years.

Preferred: NWCG or NQS qualifications: TFLD, ICT4 other Command or General Staff positions such as Unit Leader level. Instructor certifications through TCFP and/or SFFMA.

Other Requirements:
Required: Response to statewide wildland and all-risk incidents will be required. Serve on agency Incident Management Teams and agency Representative/Emergency Support Function 4 at the State Emergency Operations Center.

Preferred: Assist with program delivery of other departmental state-wide programs, such as All-Hazard Incident Management Teams along with the Emergency Medical Task Force (DSHS/SETRAC) Programs.
