Reports directly to Operations Environmental Compliance Manager, and is responsible for environmental permitting, evaluation and implementation, monitoring, and reporting as well as environmental compliance programs, strategies, and technical support across the WTP project. Specific activities are conducted in support of readiness for start-up, commission, maintenance support, and operations of all CEMS assets to ensure project compliance. This position provides direction to all members of Plant Management as it pertains to adherence and compliance of CEMS environmental permits.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

Perform all work safely and with the utmost concern for the safety of self and other employees.

Perform all work in compliance with environmental permits and regulations.

Implement the project-level environmental management program.

Evaluate, review, and maintaining environmental procedures for a wide range of requirement areas including waste management, preparation of environmental permits, permit modifications, plans, and reports

Analyze environmental regulations and statues as well as developing implementation mechanism with a strategic approach to full adherence and integration of permit requirements for project processes.

Formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with environmental requirements.

Providing technical assistance to project management in identifying, implementing, and complying with environmental requirements.

Manage strategic and effective relationship with the customer.

Manage the day-to-day work assignments for the Operations Environmental Compliance Specialist.

Clearly identifying resources necessary for successful completion of assigned duties.

Integrate the Washington State and Federal environmental requirements into all phases of WTP project.

Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

SUPERVISORY RESPONSIBILITIES

May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them

Education: High School Diploma or GED. Associates Degree in engineering or science or equivalent education desired. Associates Degree in engineering or science may be substituted for two years of experience. Bachelor’s Degree in engineering or science may be substituted for four years of experience.

Experience:

Required: Twelve (12) years of experience in startup, construction, maintenance, design, or other relevant work experience in nuclear or high hazard waste treatment facilities, such as chemical weapons demilitarization.

Desired:

1.Knowledge and experience of Continuous Emissions Monitoring Systems for state and federal regulatory requirements

2.Knowledge and experience regarding the response to and summary reporting of automatic waste feed cutoffs (AWFCO).

3.Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards desired.

working knowledge and operation of remote/field/control room systems such as mechanical systems, pumps and fluid systems, electrical systems, cranes and hoists, process jumpers, remote waste handling equipment, power manipulators, and instrumentations, lifting hardware, etc. and associated inspection requirements desired.

Performs deskwork, including reading, writing, computer work processes, and telephone operations Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts May require long periods of sitting and/or standing Oversees field activities outside of posted/barricaded hazardous/contaminated areas (, at barricade boundary) through inspections, observations, coaching, which require walking, climbing, descending, crouching, standing, bending, twisting and turning along with wearing personnel protective equipment while carrying an assortment of small items ( flashlight, procedures, tablet or notebook, etc.) Occasional lifting or transport of items to from desk and printing stations

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $128, - $206, (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
