Job Description:

California Water Service Group (CWSG) through its subsidiary, Texas Water Service Company (TWSC), is the majority owner of an independent Texas company, BVRT Water Resources Holding Company (BVRT Holdco). At a point in the future (estimated on or before 2031) CWSG will become full owner of BVRT Holdco and its six Texas subsidiaries and will merge them into TWSC. Prior to that transition, BVRT Holdco has its own executive team and is responsible for the day-to-day management of the BVRT Holdco business including its six Texas utility subsidiaries.
Prior to Transition: Before the transition, while BVRT Holdco executives are responsible for the day-to-day management of BVRT Holdco, the General Manager TWSC acts as CWSG’s representative in overseeing BVRT Holdco, representing CWSG’s interests in the business, and driving business units towards standardization with CWSG policies and standards.
Subsequent to Transition: After the transition of the BVRT Holdco businesses into a fully owned subsidiary as TWSC, the General Manager TWSC will be responsible for all aspects of the business including water and wastewater operations, work safety, financial results, field services, construction, maintenance, and customer service activities; including business development to ensure growth; establishing oneself as a leader in the communities served; acting as spokesperson for media communication; short- and long-term planning, budgeting, and rate case development. Responsible for coordination of integration and standardization within TWSC and with other CWSG subsidiaries; adherence to all CWSG and TWSC policies and procedures; and development of personnel. This position reports to the President of TWSC and is located in San Antonio, Texas.

ESSENTIAL FUNCTIONS:

Prior to the Transition:

Acts as CWSG’s representative to BVRT Holdco and reports regularly to CWSG and TWSC executives on all aspects of the business including any issues, concerns, or opportunities.

Ensures that the BVRT Holdco business is being managed and executed in accordance with the “” (Operating Agreement).

Ensures that the BVRT Holdco business is being managed in the best long-term interests of CWSG.

Works closely with BVRT Holdco executive team on annual goals and objectives.

Reviews and approves strategic and tactical expansion plans and growth opportunities for BVRT Holdco in accordance with the Operating Agreement.

Reviews and approves BVRT Holdco capital project and operating budgets in accordance with the Operating Agreement.

Reviews and discusses capital project development and execution with BVRT Holdco management.

Reviews and discusses financial performance of the BVRT Holdco as a whole and its subsidiary utilities.

Reviews and discusses Key Performance Indicators (KPIs) for the BVRT Holdco business.

Reviews and discusses adherence with CWSG standards and policies and the transition plan to fully integrate BVRT business units into TWSC.

Coordinates and communicates with BVRT Holdco executives and management on day-to-day issues and long terms issues, representing CWSG views and input.

Coordinates BVRT Holdco requests for CWSG subsidiary resources and expertise with appropriate departments and functions.

Attends weekly BVRT management meetings and appropriate CWSG subsidiary meetings.

After the Transition:

Provides daily construction staff scheduling including timecard and work order review.

Provides oversight of all field operations including construction, maintenance, customer service activities, water and waste treatment, production, operations, and contract operations.

Plans and expedites short- and long-term strategic and tactical goals.

Forecasts and plans water supply, secure additional supplies through negotiations.

Ensures all water and wastewater quality and discharge regulations are met.

Ensures compliance with Sarbanes-Oxley (SOX) controls.

Ensures compliance with the Public Utilities Commission of Texas, Texas Commission of Environmental Quality, local County Health Departments, and Environmental Protection Agency (EPA) rules and regulations regarding water and wastewater treatment, distribution, fire protection, any and all local environmental and regulatory requirements.

Partners with internal and external departments to implement best practices in all aspects of operations.

Attends weekly Management and Regional Operations Leadership meetings.

Promotes safety culture and drives corporate safety objectives/goals.

Ensures all safety policies, procedures, and protocols are fully adhered to.

Partners with management to implement new wastewater treatment methodologies.

Responds to inquiries from agencies, contractors, customers, public officials, and vendors.

Coordinates and prioritizes capital projects with the engineering department.

Reviews and approves all construction related expenditures.

Reviews developer and jobbing plans, developing cost estimates, and contracts to ensure profitability.

Provides input, review, and oral testimony in rate cases.

Participates in the interview and selection of new employees.

Coordinates with CWSG legal functions to ensure assets are protected and contract and other agreements have appropriate terms and conditions.

Ensures organization is up to CWSG standards on Emergency Preparedness and Response Readiness.

Responsible for execution and delivery of capital budget.

Responsible for the development, control, and adherence of annual expense budget.

Coordinates and plans internal and external agency meetings regarding current and future water supply and related costs.

Ensures all employees meet required state and federal certification requirements.

Leads all employees to receive appropriate safety training consistent with their current roles.

Participates in and supports Continuous Improvement programs and projects.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in Business Administration, Engineering, Finance, or equivalent experience in water industry or related field.

Graduate degree, Professional Engineering License, CPA License, or other professional certification preferred.

15 years’ experience demonstrating increasing responsibility in a management or supervisory role.

10 years’ experience working in water and/or wastewater system production and wastewater distribution and/or working in a water utility with focus on small systems (
