Essential Duties

and Responsibilities Assists in managing and ensure 10% of the agency-funded enrollment is children with diagnosed disabilities. Link children and families to an ongoing source of continuous, accessible disabilities services and mental health care, as appropriate. Manage a regular schedule of on-site consultation by a mental health professional that supports parent and staff efforts to address children's needs in a timely manner. Ensure the timely assessment of special education/related services needs to children with disabilities, conducted in coordination with the Part C agency and/or LEA; utilizing development screening data as a guide in the assessment process. Provide staff and parents with the information, guidance, and resources needed to help children and families meet the individualized goals and objectives in the IFSP/IEP. Assist in modifying activities; removing barriers; and providing support, as needed, for the inclusion of children with disabilities in the full range of program activities. Coordinate with the staff to ensure that children with suspected or diagnosed health disabilities, including children with special feeding/dietary needs, receive individualized services. Monitor and revise written policies and procedures to ensure compliance with applicable Head Start Performance Standards and other Federal, State, and local regulations under the guidance of the supervisor. Track provision of all child disabilities and mental health services and ensure that follow-up services are received in a timely manner Plan, develop and administer the Instructional Inclusion program plan, ensuring an integrated and comprehensive system of services for children with disabilities/ social-emotional concerns and their families. Plan and provide training and guidance to staff, parents, and the community on a variety of topics in the area of disabilities and Mental Health. Inclusive of advocacy efforts. Conduct and ensure on-going monitoring, tracking, follow-up and analysis of disabilities and mental health services. Maintain record-keeping and reporting systems, including program plan, schedules, timelines, policies and procedures for disabilities and mental health services in accordance with Head Start Performance Standards and the Disability ACT and applicable laws and regulations. Supervise and oversee work task activities of the paraprofessional staff to ensure the full delivery of integrated service; Ensure coordination of communication with staff parents, program consultants and community to enhance services to children and families. Assist in the facilitation of all SRT Meetings and Case Staffing. Serve as an advocate for children when participating in LEA Meetings, Manage recruitment all efforts, provide guidance and leadership to Directors and Family Service staff in the recruitment efforts of children with disabilities; Ensure the availability of specialized supplies and equipment as needed for children with disabilities. Ensure effective transition planning for children with disabilities and their families. Assist in planning and preparing family engagement activities and special events. On-going professional development through education, role modeling, mentoring, and training, Participate as an active member of the agency Health Services Advisory Committee and other outside committees as assigned. Participate in Head Start/Early Head Start management team meetings and planning sessions to assist in the coordination of program services. Compile, prepare, and maintain child data reports on services provision and submit by established deadlines. Participate in the program self-assessment and evaluation activities Ensure the program’s computerized database and record-keeping systems for the disabilities service area are updated and maintained.

Additional Duties and Responsibilities

Serve as the agency Disability liaison at the Grantee level . Assist in the evaluation of staff performance and the overall program performance Ability to effectively communicate with community members and groups, managers, regulatory agencies, and families both individually and in-group settings. Other duties as assigned to fulfill the mission of the program and agency needs Ability to supervise and manage staff efficiently and effectively within the guidelines of Chicago Youth Centers / Head Start Policies and mandates. Participation in the data projects geared toward child outcomes. Assist in ensuring that early childhood curriculum is implemented with fidelity with a focus on data related to inclusion and children with diagnosed needs. Assist with recruiting and retaining quality staff. Requirements Bachelor's Degree in Special Education, Early Childhood Education, Social Work, Psychology or related field. 2-3 years related experience Ability to work with all levels of staff Strong communication skills (verbal and written) Ability to communicate, receives, and transfer written, oral, and electronic information effectively. Effective coaching and mentoring skills to support adult learning and professional development. Knowledge and experience supporting the implementation of high-quality teaching and instructional practices. Ability to guide and motivate staff in their professional growth. Ability to design and deliver training and technical assistance. Ability to collect and analyze data and make recommendations accordingly. Good interpersonal skills to establish effective working relationships with staff; Ability to solve problems independently; Computer skills including the following Microsoft applications: Word, PowerPoint, Excel and Outlook. Ability to work with diverse populations. CLASS Reliable (preferred) Knowledge of Head Start Performance Standards, Illinois Early Learning Standards, and developmentally appropriate practices for infants, Knowledge of adult learning principles and leadership competencies This position requires travel to various sites. Must have reliable transportation.
