GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel and change in duties as needed.

The Regional Disaster Finance Coordinator, under general direction, performs highly complex (senior-level) financial analysis and regulatory work, providing consultative and technical assistance related to accounting and financial practices of local emergency management and homeland security programs, including program staff, governmental agencies, community organizations, or the general public. Work involves planning, developing, and implementing financial reimbursement and federal disaster grant programs; compiling, reviewing, analyzing, and evaluating accounting and financial practices; and recommending appropriate action to resolve financial and regulatory problems. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Must have availability for after-hour and weekend work is required. Must have the ability to operate outside of normal working hours on a twelve hour shift during activations of the State Operations Center and able to deploy from normal duty station for extended periods in the aftermath of a disaster without relief and to work extended hours. Must have availability for extensive travel as needed by vehicle or other mode of transportation.

This position reports to the Regional Section Chief Recovery & Mitigation Region 4.

ESSENTIAL JOB DUTIES AND RESPONSIBLITIES:

Initiates and delivers emergency management and disaster recovery programs advising and assisting local governments, emergency response organizations, non-profit organizations, regional organizations, long-term recovery groups, other state agencies and private industry with technical review and analysis of accounting practices to promote compliance with federal and state standards for disaster and emergency accounting and reimbursement.

Coordinates activities and supports preparation for disaster recovery accounting practices (e.g., time, cost, procurement, contracts, equipment, risk management).

Advises and assists local officials with disaster recovery programs, verification of information, development or revision of financial standard operating procedures and other financial and in-kind disaster assistance.

Facilitates and engages in or observes local, state, and federal emergency exercises representing TDEM, the Disaster Recovery Task Force (DRTF) and the state.

Briefs appropriate officials as directed with information during an emergency and throughout the recovery phase.

Coordinates activities in a Disaster District Emergency Operations Center (DDEOC) or the State Operations Center (SOC) for disaster recovery efforts.

Assists in the identification, training, and development of local DRTF contract members (formerly Texas Emergency Management Assessment Team (TEMAT) members).

Serves as a liaison between TDEM, local emergency management, local officials, volunteer group representatives, federal agency representatives, and other potential disaster responders.

Serves as a field training officer in areas of subject matter expertise (e.g. disaster accounting, debris management, donations management, volunteer management, etc.) and mentors TDEM staff and others.

Assists in the gathering and analysis of data for the initial damage surveys and needs assessment for disasters; prepare situational awareness reports varying in form from free text reports to detailed Disaster Summary Outlines.

Ability to travel up to 60%.

Performs related work as assigned.

Face-to-face and person-to-person interactions are required.

Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:

Education – Bachelor’s degree in related field or equivalent combination of education and experience.

Experience – Five years of full-time paid employment involving progressively responsible technical experience in an administration, finance, accounting, emergency management or planning capacity for an industrial, federal, state, local government or non-profit employer.

*Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with one year experience equivalent to thirty semester hours. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of, or the ability to rapidly assimilate information related to TDEM, State and Federal regulations, legislation, guidelines, policies and procedures.

Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).

Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

REGISTRATION, CERTIFICATION OR LICENSURE:

Valid Texas Driver’s license.

Complete and obtain certification in IS-, IS-, IS-, IS- FEMA courses within twelve months of employment and any other training as determined.
