Job Summary

This position provides oversight for the operational functions of child nutrition services, custodial services, energy education, facilities management, records administration, and transportation. This position will interface with school division personnel, Board of Education, city and county government officials, and the community on matters of operations defined herein.

Duties and Responsibilities

Informs the Superintendent on a regular and as-needed basis as to the state of operations and facilities within the district, and makes recommendations on a regular and “as needed” basis as to modifications that may be required in the physical operations of facilities within the district. Oversees the rental/lease/sale of district facilities and/or property as appropriate, and the disposal/sale of surplus district equipment, in cooperation with the Chief Financial Officer. Plans and maintains a program of security for all sites within the district in cooperation with the Supervisor for Building Security and Services and senior staff. Develops and maintains a program to continuously monitor and assess the physical conditions of all facilities within the district. Provides for appropriate maintenance of all facilities in cooperation with the district’s architects, contractors, and other service providers. Monitors the closeout of all construction projects. Develops and monitors a warranty program for all facilities and equipment. Verifies that the insurance coverage on all facilities and equipment is modified to cover all new and/or additional assets in cooperation with the Chief Financial Officer. Assures that the food and nutritional program operates within the guidelines of USDA Regulations, National School Breakfast and Lunch Federal Guidelines, Virginia Department of Education School Nutrition Program, and the Virginia Department of Health Regulations. Assures that the Child Nutrition Department operates within the budget parameters established by the Board of Education. Provides for and responds to appropriate feedback from principals, parents, and students on the effectiveness of the food service program. Implements policies established by federal and state law, State Board of Education rules, and local Board Policy in all areas of system operations. Ensures the efficient and safe operation of a financially viable district transportation system that meets the needs of eligible students. Minimum Qualifications (Knowledge, Skills and/or Abilities Required)

Bachelor’s degree required, Master’s degree preferred. Background in architecture and construction desirable. Effective interpersonal skills and excellent oral and written communication skills. Certification in administration and supervision preferred. A minimum of five years’ experience in administration and supervision. Ability to interpret and communicate policy, procedures, and data. Ability to manage budget and personnel. Ability to plan and coordinate the operation of all district facilities for a variety of purposes and events.

Supervises the Supervisor for Child Nutrition Services; Building Security and Services; Facilities and Capital Projects; Director for Transportation; and Senior Administrative Assistant for Operations.

Supervision Received

Performs duties under the supervision of the Superintendent.

Working Conditions and Physical Requirements

Highly diverse responsibilities, frequent interruptions, frequent deadlines. Duties are normally performed in an office environment. Contact with senior school division decision makers, department heads, principals, School Board members, and community leaders and occasional contact with parents, students and staff. Bending, stooping, and handling equipment weighing up to 40 pounds is occasionally required. Work hours beyond the normal work day to attend School Board meetings and special programs may be occasionally necessary Reasonable accommodation may be made to enable individuals with disabilities who are otherwise qualified to perform essential functions of the job.
