PURPOSE:

This position will report to the Executive Director and Chief Human Resources Officer (CHRO) to administer the employee relations efforts in the office of human resources including education and dissemination of information, coordination and monitoring of compliance efforts. The Employee Relations, Civil Rights & Title IX Coordinator will perform a variety of advanced, investigatory, administrative and compliance related duties and requirements pertaining to civil rights, employment equity and other related human resources functions. This position serves as the lead to develop and implement policies, procedures, plans and strategies to support the University's goals and equal opportunity plan, and to comply with federal and state regulations.

The Employee Relations, Civil Rights & Title IX Coordinator will also serve as the representative for Civil Rights and Title IX. Those functions include but are not limited to conducting discrimination/harassment complaint investigations, handling employee relations matters, coordinating formal and informal resolutions, implementing supportive measures, interpreting policies and conducting trainings.

ESSENTIAL JOB FUNCTIONS:

  • Develop, review, and/or revise current policies and procedures related to civil rights, equal employment opportunities and Title IX.
  • Receives, investigates, prepares detailed investigative reports, and implements procedures to respond to internal and external complaints or allegations regarding unlawful discrimination, harassment, and/or retaliation as well as issues regarding employee relations.
  • Maintains detailed and confidential case files and documents all cases in the appropriate case management system.
  • Coordinates and facilitates alternative/informal resolutions in response to allegations of protected class misconduct in collaboration with the Executive Director & CHRO.
  • Works with members of the campus community to resolve employee relations complaints and concerns that fall outside of Title V, Title VII and Title IX.
  • Plans and facilitates trainings for students, staff, and faculty on laws, regulations, policies, and procedures for equal employment opportunity, diversity, unlawful discrimination, sexual harassment, civil rights and other areas as directed.
  • In consultation with the Executive Director & CHRO, coordinates and implements supportive measures for students, staff, and faculty members as it relates to equity and/or investigatory issues.
  • Coordinates annual training requirements for the university including, but not limited to, Title IX, Title V, Title VII, VAWA, and others.
  • Assists with and participates in other staff development activities, Human Resources initiatives and administrative processes as directed.
  • Stays informed of current trends and best practices in the field as it relates to Title IX, Title VII, VAWA, Americans with Disabilities Act and other relevant legislation and requirements.
  • Represents the Human Resources department at events and meetings and participates in/on a variety of committees.
  • Will serve as a resource and advisor to all students, managers, faculty and staff regarding civil rights issues, Title IX compliance, and best practices to ensure the University has an inclusive work and educational environment.
  • Will develop and implement crisis response protocols for handling urgent civil rights and Title IX issues that are reported and address each emergency effectively.
  • Provide ongoing support and attend trainings to maintain civil rights compliance and stay current about civil rights requirements, staff responsibilities, complaint procedures, and related policies and procedures.
  • Coordinate training and workshops for students and staff to educate them on civil rights laws, Title IX regulations, and other related policies.
  • Maintain accurate records of complaints, investigations and resolutions.
  • Resilience and emotional intelligence to handle sensitive and challenging situations with the utmost professionalism and discretion in a timely and appropriate manner.
  • Be proficient in conducting fair, thorough, and impartial investigations for all complaints that are reported, including knowledge of relevant interview techniques, evidence gathering, and documentation.
  • Assist HR team as directed.
  • Performs other related duties as assigned.

ADDITIONAL DUTIES AND RESPONSIBILITIES

  • Analyze data related to civil rights complaints, investigations, and the outcomes for each reported case, and identify trends and areas for improvement.
  • Community engagement with external stakeholders, community organizations and advocacy groups to promote awareness of civil rights laws and Title IX regulations.
  • In-depth understanding of federal, state, and local civil rights laws, Civil Rights Act of 1964, Title VII, ADA, ADEA and relevant state and local statutes.

QUALIFICATIONS

  • Bachelor's degree from an accredited college or university preferably in a related field. A master's degree in a relevant field preferred.
  • One year of experience in higher education, human resources, employee relations, compliance, or related field.
  • Knowledge of current Title IX regulations.
  • Prior experience conducting investigations into complaints of discrimination, harassment or Title IX violations.
  • Experience in case management and higher education is strongly preferred.
