People's Health Centers (PHC) FQHC, through its mission, provides comprehensive primary healthcare, such as pediatrics, internal medicine, OB/GYN, dental, mammography, behavioral health, pharmacy, WIC, radiology, podiatry and laboratory services, to meet the health needs of the entire community. PHC provides quality health care and social services to thousands of uninsured and medically undeserved people in the St. Louis community.

Summary:

Serve as a key advisor to the President/CEO and as a valued member of the Company’s Senior Executive Team while directing the organization’s financial goals, objectives and budgets. Collaborate with CEO and senior leadership on strategic planning initiatives. Plans and directs accounting activities within a finance department or division of an organization by performing the following duties, personally or through subordinate supervisors

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

Assists in the development and implementation of organizational goals, policies, priorities, and procedures relating to financial management, budget, accounting, and/or payroll.

Directs the installation and maintenance of accounting software upgrades or maintenance agreements.

Directs and participates in cost analysis and charge studies.

Directs internal audits involving review of accounting and administrative controls.

Establishes system controls for new financial systems and develops procedures to improve existing systems.

Coordinates preparation of external audit materials and external financial reporting.

Reviews financial statements with management personnel.

Directs the installation and maintenance of new accounting, timekeeping, payroll, inventory, property, and other related procedures and controls.

Manages employees through subordinates, and other managers. Establishes performance goals, allocates resources and assesses policies for direct subordinates.

Maintains and establishes departmental policies and procedures, objectives, performance improvement program, and safety standards.

Maintains departmental reports and records and collects statistical data for administrative and regulatory purposes.

Manages the health center's financial resources.

Manages and coordinates the functions of reimbursement, budget, patient accounting, and general accounting which includes general ledger accounting, accounts payable, and cashiering.

Organizes and maintains an effective system of accounting and cost determination. Reviews and modifies cost system and data collection to ensure maximum cost reimbursement for patient services.

Prepares reports outlining the health center's financial position in all areas of assets, liabilities, income and expense, based on past, present, and planned future operations.

Oversees the financial audit engagement.

Prepares and effects timely filing of federal, state, health center associations, third party, and other financial reports as required.

Recommends budget planning guidelines to the Executive Director and Board, and coordinates and prepares operating and capital budgets with Administration for the health center.

Provides for current and adequate insurance protection to protect the health center and Board from liability and other losses.

Presents recommendations with respect to costs, charges, rates, etc., to permit income to support center's activities. Reviews and revises rate structure periodically to concur with current cost trends.

Participates in cost impact of personnel policies and programs such as employee benefit plan additions or changes, general salary increases, etc.

Maintains professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.

Participates in health center/medical staff committee meetings as required. Attends and serves on professionals/civic service organization as health center representative.

Performs other related duties as assigned or requested.

Qualifications:

Plans, organizes and directs the Finance department including the development, interpretation of Medicaid, Medicare and managed care program policies, coordination, and administration of the center's policies on finance, accounting, insurance, financial/accounting systems, internal controls, and auditing. Assist in preparation of grants, budgets, and UHI grant.

Requirements:

Master's degree (M. A.) in Accounting and/or finance plus five years’ experience in primary health care setting, sufficient previous financial management experience, and Federally Qualified Health Center (FQHC) experience preferred.
