Position Summary

Under general supervision, incumbent is responsible for leading, supervising, and coordinating the work of crews of skilled journey-level plumbers and semi-skilled labor working in a full range of skilled plumbing work. This includes the installation, maintenance, inspection, modification, remodel and repair of mechanical plumbing equipment and fixtures for water, gas, oil, steam, sewage, fire sprinkler/prevention, and refrigeration-related plumbing systems, and automated plumbing systems. The incumbent will prioritize and coordinate the work of multiple crews or projects, assigning work to qualified crew members, providing work and safety instructions, providing on-the-job training and instructions to less skilled workers. The Supervising Plumber will provide management with input on performance evaluations, monitor work progress, and inspect completed work to ensure it is in compliance with specifications, special instructions and sound trade practices. The incumbent will develop work plans for routine maintenance, emergency trouble calls, special projects, preventative maintenance and repair, project planning and coordination and oversight of the design and installation of plumbing equipment and systems for new construction and major modification projects. Some of these projects require coordination, collaboration and interaction with other skilled trades, outside vendors, and staff from Capital Planning Design & Construction (engineers, architects, project managers),interpreting complicated plans and drawings, preparing cost and time estimates, providing high level of inspection to ensure appropriate building and safety codes are met. The incumbent may be required to design minor tenant improvements and coordinate their implementation. The Supervising Plumber is responsible for organizing and maintaining the Plumbing Shop in good order, managing inventory and ordering of supplies to meet operational needs. The Supervising Plumber will be required to provide reports on Plumbing Shop production, work order status, budget needs, workload planning.

Position Information

Leading, supervising, and coordinating the work of crews of skilled journey-level plumbers and semi-skilled labor working in a full range of skilled plumbing work. This includes the full range of supervisory responsibility, maintaining inventories, maintaining the Plumbing Shop, leading other employees in the skilled trades, providing input on performance evaluations, designing and implementing small projects, including coordination with engineers, designers, architects, outside vendors, contractors and internal staff on project work scope and implementation. Utilizing CMMS to track & plan Plumbing shop work. Installation, maintenance, inspection, modification, remodel and repair of mechanical plumbing distribution systems equipment and fixtures for water, gas, oil, steam, sewage, fire sprinkler/prevention, and refrigeration-related plumbing systems, and automated plumbing systems. Estimating jobs, designing work scope plan, allocating staffing. Other duties as assigned.

Minimum Qualifications

Supervising Plumber Knowledge: In addition to the knowledge required of the Lead Plumber, the Supervising Plumber must possess a more thorough knowledge of effective supervisory practices and techniques and a working knowledge of job design and work sequencing related to construction projects. Abilities: In addition to the abilities required of the Lead Plumber, the Supervising Plumber must be able to plan and direct the work of skilled crafts workers and their semi-skilled assistants; determine and coordinate staffing, material and equipment needs for multiple jobs and projects; ensure accuracy and maintenance of assigned recordkeeping systems; and perform design work for plumbing systems. Experience: In addition to the experience required of the Lead Plumber, the abilities of a Supervising Plumber normally would be acquired through two or more years of experience as a journey-level plumber including one to two years in a lead/supervisory capacity. Lead Plumber Knowledge: In addition to the knowledge required of the Plumber, the Lead Plumber must possess a working knowledge of effective supervisory practices and techniques. Abilities: In addition to the abilities required of the Plumber, the Lead Plumber must be able to lead, instruct and coordinate the work of a small group or crew of skilled and semi-skilled workers; accurately estimate costs, supplies and materials needed for jobs; prepare lists of materials; ensure work is performed in sequence; maintain records; and prepare more complex reports. Experience: In addition to the experience required of the Plumber, the abilities of a Lead Plumber normally would be acquired through one to two years of experience as a journey-level plumber that included work coordination responsibilities. Plumber Knowledge: Work requires thorough knowledge of the methods, materials, tools and equipment used in the plumbing trade; a base knowledge of the operation of building automation systems; and a thorough knowledge of applicable state and federal health and safety orders and regulations pertaining to the plumbing trade, including the California State Safety Orders of the Division of Industrial Safety and the California State Plumbing codes. Abilities: Must be able to perform skilled plumbing work on all applicable equipment and systems; perform applicable welding work; obtain necessary backflow prevention licenses; make rough sketches of plumbing installations; read and work from blueprints, plans, drawings and specifications; estimate materials and labor cost of standard plumbing maintenance and repair work; maintain records and retrieve data related to work performed using manual and/or computerized record-keeping systems; provide instruction to unskilled and semi-skilled assistants; analyze and respond appropriately to emergency situations; prepare standard reports; read and write at the level appropriate to the position; and perform arithmetic calculations as required by the position. Incumbents may be required to possess a California Driver’s License valid for the operation of any vehicle or equipment they are required to maintain and operate. Experience: These abilities normally would be acquired through any combination of progressively responsible training and experience which demonstrates achievement journey-level skills equivalent to that acquired through completion of a standard plumber’s apprenticeship program.

Preferred Qualifications

Demonstrated experience in supervising skilled crafts workers. Certifications in related field — example: cross connection control. Supervisory certifications, training, studies. Knowledge of Teamsters contract requirements and Human Resources performance review processes. Ability to read and write English and perform mathematical computations. Experience conducting a safety program for the Plumbing shop in addition to other departmental training. Knowledge of current Computerized Maintenance Management Systems (CMMS) and software being utilized by the organization.

Environmental/Physical/Special

Must possess a valid non-restricted California Driver’s License; comply with the Defensive Driver’s Training program requirements if a vehicle is used on official business.

The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

Must be able to accommodate a work schedule that vanes according to operational needs and may include evening and weekend hours, or work on holiday. Works at the Tiburon site and other off-site locations as needed.
