DIRECTOR OF HUMAN RESOURCES

The Director of Human Resources is responsible for assisting the Executive Director of Human Resources with planning, directing, and coordinating all functions of the Human Resource Management program, including recruitment and placement, administrator support, employee induction and orientation, discipline and performance management, staff development and support, and workforce communications covering all areas of personnel management. The Director of Human Resources provides counsel to district administration and employees on a variety of personnel matters. ESSENTIAL FUNCTIONS
Provides vision and direction for staffing in alignment with department and district staffing objectives.  Reviews and determines staffing needs in cooperation with other district administrative personnel.  Leads recruitment efforts for the district, including plans, sources, coordinates, and participates in the recruitment and selection of personnel (e.g., job fairs, student-teacher placements). Includes conducting market research, development of outreach materials, identifying outreach sources, and representing the District in recruiting initiatives.  Approve screening guidelines and monitors the screening process.  Screens candidates for positions and reviews hiring packets. Develops a pool of qualified candidates for pre-determined substitute and regular position categories. Supervises and evaluates support personnel. Serves as Chief Negotiator for classified bargaining. Oversees all aspects of administering the classified contract.  Organizes and leads labor-management meetings to address, advance, and/or resolve labor relations issues. Collaborates with legal counsel on employee matters, disciplinary actions, and other issues. Leads the Human Resources team toward department goals and district strategic plan. Partners with the Executive Director of Human Resources to administer all aspects of the collective bargaining agreements with the education and athletics and activities associations. Develops critical documents such as letters of administrative leave, disciplinary actions, memorandums/letters of understanding, grievance responses, etc. Provides leadership in policy development and maintenance related to district personnel policies and procedures. Partners with the Executive Director and/or Senior Staff to create/maintain all areas of official district board policy. Analyzes and evaluates data and monitors trends to facilitate departmental planning; identifies and researches issues and recommends problem resolutions; forecasts staffing needs; prepares written reports as needed; and maintains knowledge of current human resource management methods and processes. Partners with Certificated HR Information Manager on district’s certification program for certificated personnel.  Maintains official grievance, collective bargaining, and legal records for all staff. Resolves contract grievances and staff complaints and conducts investigations (e.g., harassment, discrimination, employee misconduct) as necessary. Partners with the Executive Director in the budget development process as it relates to staffing and manages the assignment of staff. Manages building/departmental staffing allocations as directed by the Executive Director. Advises supervisors on matters involving discipline, job performance, and employee assignments. Provides training and serves as a resource to administrative staff in personnel matters and contract administration/interpretation related to certificated staff. Oversees general Human Resource functions including supervisor and employee training, orientation programs, and updates to personnel manuals and documents, as necessary. Interprets policy and bargaining agreements for administration and other staff as needed. Monitors the secure evaluation reports for each employee as required by State Law, district policy, and collective bargaining agreements as directed by the Executive Director. Conducts dispute/conflict resolution measures with staff. Conducts investigations, case management, and resolution of employee misconduct and employee discipline. Includes conducting and analyzing investigations, identifying and recommending disciplinary action, and preparing and coordinating discipline notices.  Works with union leadership to collaboratively resolve issues of concern. Oversees certification requirements for personnel, including the tracking of necessary certifications required for employment (i.e. Success Plans, Paraeducator Certificate Program, Alternative Routes). Provides oversight to and assists with new employee orientations as needed. Manages assigned department/program budgets and provides input into the budgeting process. Prepares and provides memorandums to the board of directors as needed. Compiles/ensures the submission of state and federal reports. Directs and/or undertakes the preparation and maintenance of a variety of narrative statistical reports, records, and files.  Queries employee databases and develops data analysis for special projects. Generates, manages, and completes special projects as assigned. Identifies and addresses training and development needs for classified staff. Ensures compliance with local, state, and federal employment requirements. Creates an environment in which staff can provide open and candid feedback and suggestions on department operations and issues. Works closely with staff to resolve conflict and collaboratively to seek solutions/resolutions. Participates as an active member and represents Human Resources/District on committees at conferences, professional meetings, events, and/or as assigned.  Maintains the highest level of confidentiality with respect to personnel matters and sets a tone for others so that a culture of respect and discretion is fostered throughout the organization. Demonstrates integrity, sound judgment, and ethical and professional behavior. Performs such other duties as may be assigned by the Executive Director for Human Resources or the Superintendent. MINIMUM QUALIFICATIONS
Master’s degree in education, human resources, organizational management or related field preferred. General knowledge and successful experience in the areas of labor relations, management of personnel records, budget development and management, recruitment, pre-employment screening and selection of candidates, collective bargaining and contract administration, and benefits administration. Experience in planning, implementing and monitoring staff development programs.

Education and Experience Five (5) years of increasing responsibility experience in a human resource department, education, or related field. Master’s degree in Personnel, Human Resources, Business Administration, Public Administration, Education, or comparable degree from an accredited four-year college or university preferred. HELP and/or SHRM credentials preferred. Five (5) years of effective supervision/evaluation experience preferred. Experience in human relations; managing and leading others through effective communication.
Required Knowledge, Skills, and Abilities
Demonstrated skills and ability to provide leadership in all personnel operations. Knowledge of state and federal laws and guidelines related to personnel.

Knowledge of: Human resources laws, regulations, principles, and practices. Operations and needs of educational institutions are preferred. Effective supervisory principles and practices and the ability to provide effective leadership. Knowledge and skill in the effective use and application of technology, standard office software (Google Workspace/Microsoft Suite) and database systems.
Ability to: Establish effective staff development practices and programs. Facilitate various groups effectively. Work independently and meet timelines. Function as an effective member of a team. Ability to work both independently and cooperatively, exercise judgment and creativity, organize work, set priorities, and meet deadlines. Learn and operate a variety of software programs. Demonstrated success in maintaining a high level of confidentiality related to all Human Resources functions. Attend to detail and ensure accuracy of work. Communicate effectively orally, in writing, and in person. Organize, schedule, and supervise projects independently. Think logically and evaluate complex situations objectively. Deliver exceptional customer service. Calculate, analyze, use, and present data. Listen and obtain clarification. Read, analyze, and interpret a variety of correspondence, reports, forms, and government regulations. Prepare correspondence, reports, forms, evaluations, and policies; and to respond to common inquiries or complaints using prescribed formats. Utilize interpersonal skills to work and communicate effectively with internal and external teams and stakeholders.
Skilled In: Spreadsheet programs to support data collection, maintenance, analysis, and presentations. Personal computer/device operation. Organizing and coordinating workload.
Preferred Qualifications: Broad knowledge in multiple areas of human resources management and excellent interpersonal, organization, problem-solving, analytical, and verbal and written communication skills. Experience in an academic environment. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
