Corporate Recruiting Manager

Formed in 1924, Cowan Systems enjoys a history of excellence and quality in the transportation business. Due to continued growth, Cowan Systems is seeking a Corporate Recruiter to work within our Talent Acquisition team at our corporate location in Baltimore, MD.

We are seeking an experienced and dynamic Corporate Recruiting Manager to lead our talent acquisition efforts and drive our organization's growth through strategic recruitment initiatives. The Corporate Recruiting Manager will be responsible for overseeing all aspects of the recruitment process, from establishing hiring requirements to leading a team of recruiters and implementing innovative strategies to attract top talent. This role requires a strong blend of leadership, strategic thinking, and hands-on recruitment expertise.

Summary

Establish recruiting requirements by working with hiring managers to discuss current talent needs and projected growth. Build and maintain applicant pipelines by establishing relationships with recruiting outlets including but not limited to: colleges, employment agencies, recruiters, media, and internet sites. Assist in Interview Training. Determine applicant requirements by studying job description and job qualifications. Attract applicants by placing job advertisements, strategic sourcing through online databases, attending networking events, etc. Determine applicant qualifications by screening applicants; analyzing responses; verifying references; comparing qualifications to job requirements. Arrange management interviews by coordinating schedules, confirming meeting with all involved parties. Evaluate applicants by discussing job requirements and applicant qualifications with managers, interviewing applicants on consistent set of qualifications. Improve organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing benefits and perks. Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations. Partner with managers to update policies and procedures; provide ongoing training on vetting and interviewing best practices. Develop and implement recruitment strategies aligned with the company's long-term goals and objectives, ensuring a consistent and effective approach to corporate talent acquisition. Lead and manage a team of recruiters, providing guidance, support, and mentorship to ensure the team's success in meeting hiring goals. Establish and monitor key performance indicators (KPIs) to evaluate the effectiveness of recruitment efforts and identify areas for improvement. Collaborate with senior leadership to forecast staffing needs and develop proactive recruitment plans to address anticipated talent gaps. Implement initiatives to attract a strong pool of candidates and promote a culture of belonging within the organization. Utilize data analytics and reporting tools to track recruitment metrics, analyze trends, and make data-driven decisions to optimize recruitment outcomes. Work with Director of Talent Acquisition & Development on employer branding initiatives to enhance the company's reputation as an employer of choice and attract top talent in the market. Collaborate with HR leadership to develop and implement talent management strategies that support employee retention and career development.

Responsibilities

Develop and implement comprehensive recruitment strategies aligned with the company's objectives and long-term talent needs. Lead and mentor 1 other recruiter, providing guidance, support, and coaching to drive high performance and achieve recruitment goals. Collaborate with senior leadership and hiring managers to forecast staffing needs, prioritize recruitment efforts, and develop proactive hiring plans. Establish and monitor key performance indicators (KPIs) to track recruitment metrics, analyze trends, and optimize the effectiveness of recruitment processes. Oversee the full recruitment lifecycle, from sourcing and screening candidates to conducting interviews, negotiating offers, and facilitating onboarding processes. Partner with external vendors, such as staffing agencies, job boards, and industry associations, to enhance recruitment capabilities and expand talent pipelines. Ensure compliance with legal requirements and company policies related to recruitment and hiring practices.

Qualifications

Proven experience (5+ years) in corporate recruiting, with a track record of successfully managing recruitment teams and driving strategic talent acquisition initiatives. Strong leadership skills with the ability to inspire and motivate a team, foster collaboration, and cultivate a positive and inclusive work environment. Excellent communication and interpersonal skills, with the ability to build relationships, influence stakeholders, and effectively convey the company's employer brand. Demonstrated expertise in sourcing and attracting top talent through various channels, including online platforms, networking events, and referral programs. Deep understanding of recruitment metrics, analytics, and technology tools to drive data-driven decision-making and continuous improvement. Knowledge of employment laws, regulations, and best practices related to recruitment and hiring. Highly organized with strong attention to detail and the ability to manage multiple priorities in a fast-paced environment. Creative thinker with a proactive and strategic mindset, able to anticipate future talent needs and develop innovative solutions to address them.

Additional Qualifications

Agency recruiting strongly preferred. Extremely organized and detail oriented. Exceptional customer service skills with the ability to negotiate compensation and benefit packages. Strong communication (both verbal and written), problem solving, & decision-making skills. Ability to work in a fast-paced environment where multi-tasking is essential.
