SUMMARY

The WDTC Data Sciences Division (DSD) is responsible for providing Information System (IS) services and Information Technology (IT) services to WDTC Divisions and Department of Defense (DOD) customers. DSD Systems Architecture Branch is comprised of Cybersecurity team, System Administration team, Network Administration team, Operational Support team and Software Development team. All contractor IT staff are part of DOD Cyber Workforce Framework (DCWF). This contract is to provide IS Services; to configure IT in accordance with (IAW) Department of Defense (DOD) Secure Recommendation Guides (SRGs) and Secure Technical Implementation Guides (STIGs). Operate IAW DOD, US Army and WDTC Security Policies and Plans. Document IAW DOD, US Army and WDTC Configuration Control Board (CCB) requirements. Test, troubleshoot and maintain IS operations for DPG/WDTC. Monitor IS and IT implementation, configuration, and cybersecurity requirements. Primary place of performance is Dugway Proving Ground, UT. IS and IT services may also be required for DPG alternate locations in SLC and along the Wasatch Front.

The IT Project Manager manages, plans and coordinates the full life cycle of projects. Ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction. Provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders.

ESSENTIAL REQUIREMENTS

Must have a valid Driver’s License. 

Project Management Professional (PMP) Certification preferred. 

Must be able to pass a customer background check for access to facilities, equipment and property. This Homeland Security Investigation requires U.S. Citizenship.

KEY DUTIES AND RESPONSIBILITIES

Strong working knowledge and proficiency in MS Project.

Skilled proficiency in the use of Microsoft Office Suite (i.e., Word, Excel Outlook, Project, etc.). 

Ability to provide complete Earned Value Management (EVM) reporting to the client/company. 

Ability to plan and oversee projects through the use of project management software tools and methodologies. 

Demonstrated ability to develop and apply comprehensive solutions to client requirements/issues. 

Exceptional organization skills with ability to effectively manage multiple projects and priorities. 

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals. 

Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner. 

Excellent verbal and written communications skills with solid presentation skills.

Exceptional customer service and relationship-building skills. 

Adept analytical, critical thinking and financial management skills. 

Ability to schedule, plan and lead meetings.

EDUCATION AND EXPERIENCE

Bachelor’s degree in a related field of study and a minimum of seven (7) years of experience or equivalent combination of education/experience. 

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Ability to create strategies and plans for integration of multiple IT systems/subsystems into an operational unit, ensuring full functional and performance capabilities are retained.

Ability to introduce new systems into a new or existing environment while minimizing disruption and mitigating risks.

Ability to quickly earn the trust of key project stakeholders, lead and inspire teams, set project direction and approach, resolve conflict, deliver tough messages with honesty and grace, and occasionally execute with limited information and ambiguity.

Experience with technical project life cycles and project methodologies (Agile).

Operational knowledge of federal regulations, guidelines, support technology and tools.

Operational knowledge and understanding of general business and management principles.

Ability to plan and oversee projects through the use of project management software tools and methodologies.

Solid business strategy skills with ability to assess operating practices and to recommend / initiate improvements.

Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
