SUMMARY DESCRIPTION

Under direction, performs a full range of bookkeeping and paraprofessional accounting duties in the preparation, maintenance and analysis of financial and statistical records and reports. May act in lead capacity over a small number of subordinate account clerks or other clerical personnel. Incumbent performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level full-charged bookkeeper class within the clerical accounting series. Positions in this class process and maintain the most difficult and complex statistical and financial records, which require originality, initiative, independent judgment and a broad knowledge and understanding of departmental record keeping procedures.

The Account Technician differs from the next lower class of Account Clerk II in that the consequences of error are greater, assignments are technically complex and of a more creative, evaluative and analytical nature, and the work requires greater knowledge of bookkeeping and accounting practices and principles.

Positions within the Account Clerk series are distinguished from other clerical classes by being regularly required to perform duties for a significant portion of time involving preparing, processing, and maintaining financial or statistical records.

EXEMPLARY DUTIES/RESPONSIBILITES

Compiles and technically interprets data for budget preparation purposes; researches and develops background information to be used for management decisions; compiles data and prepares routine and special reports required by state, federal, and district; prepares special schedules for auditors; prepares technically difficult statistical and accounting reports and summaries from a variety of sources.

Oversees and participates in maintaining records in various accounting systems on personnel, salaries, material inventories, fund appropriations and expenditures, accounts payable, accounts receivable, purchasing, purchasing cards, and similar financial and statistical activities; performs complex journal entries for fund transfers and other administrative adjustments in budget appropriations; reconciles and balances accounts; prepares periodic and daily summaries of transactions including trial balances and revenue and expense statements; identifies and resolves problems and makes corrective entries; utilizes computer terminal to enter and retrieve data and perform routine record maintenance.

May assume responsibility for financial office support procedures in a defined major area such as payroll or for financial office support procedures associated with an entire department or program; oversees technical or functional tasks in the area assigned; assists district personnel and the public by answering questions that involve searching for and abstracting financial and statistical data and explaining policies and procedures; instructs staff in the proper interpretation and use of applicable laws, regulations, policies, and procedures.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Education: Equivalent to a two year degree from an accredited college with the major course work in bookkeeping, accounting or related field;

AND

Experience: Three years of experience comparable to that of an Account Clerk II within the Washoe County School District, of which one year included preparing financial statements.

Knowledge of: Basic accounting principles, procedures and terminology; governmental accounting and budgeting principles; computerized accounting systems; applicable laws, rules and regulations governing the maintenance of financial and statistical records; business mathematics; methods and techniques used in researching, proofing evaluating, gathering, organizing, and arranging data; modern office procedures, practices, and equipment.

Skill at: Performing paraprofessional accounting duties and full-charge bookkeeping duties with minimal supervision; coordinating and overseeing work of account maintenance clerks; verifying, compiling, reconciling and interpreting data and drawing logical conclusions; preparing narrative and statistical reports and summaries from a variety of sources; locating and correcting discrepancies or errors in financial and statistical documents; operating standard office equipment and computerized accounting systems; making mathematical computations rapidly and accurately; understanding and carrying out oral and written instructions; and establishing and maintaining effective working relationships with those contacted in the course of work.
