The HIV/AIDS Strategy Team Director leads, advises on and supports GHSC-PSM’s development and implementation of health commodity sourcing strategies and management of key supplier relationships under the HIV/AIDS Task Order 1 (TO1) of the USAID-Chemonics prime IDIQ for GHSC-PSM. The Director contributes to the development of GHSC-PSM’s approaches for achieving best value and supporting market health within each commodity group financed and procured under TO1 for HIV/AIDS, as well as for other lifesaving products. The Director leads a team of market dynamics, strategic sourcing and supplier relationship management specialists within the Global Supply Chain unit (GSC) that supports GHSC-PSM's product portfolio for HIV/AIDS programs. The Director works with GSC’s Plan, Procurement, Quality Assurance, Deliver/Return and Risk teams, as well as with external stakeholders, to understand market drivers, build strategic relationships, enhance performance, and derive greater value within each HIV/AIDS product sourcing category. These staff provide actionable market analysis, lead strategy development, share best practices, contribute to process improvements, participate in negotiations, and support contract supplier management. This work contributes to the overarching GSC objectives of on-time delivery, cycle time reduction, cost savings and market health. The Director may lead or contribute to contract-related negotiations and/or dispute resolution with clients, subcontractors, and other external parties. is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.

Responsibilities include:

  • Lead a team of professionals to advise and implement GSC strategy development across HIV/AIDS categories and products including, market analysis, strategic sourcing, and supplier management initiatives.

  • Advise on and partner on the agenda and work of GSC Sourcing Governance Boards and other strategic meetings, including governance of sourcing strategies and category management.

  • Liaise with GHSC-PSM headquarters, field office functional teams and USAID stakeholders to collect critical market and supply chain inputs and assess commodity sourcing opportunities and risks.

  • Lead, advise on and champion strategy development and updates using historical procurement data, market research and analytics, quality assurance inputs, supplier and partner intelligence, and supplier performance inputs.

  • Manage and advise on the lifecycle of long-term agreements to optimize supplier base, increase spend under management, and promote strategic and operational objectives.

  • Monitor and promote suppliers’ performance, ensuring that GHSC-PSM is providing suppliers critical information needed (e.g., contracts, orders, information, forecasts, and payment).

  • Partner with relevant GSC teams to coordinate communications with suppliers and ensure suppliers’ questions and concerns are being addressed. Monitor status and results of strategic sourcing activities to GHSC-PSM and leadership and contribute to decision-making and follow-up. Develops and delivers training in a variety of sourcing, contracts, and related topics.

  • Lead and develop staff, communicating clear guidance, delivering performance feedback and prompt resolution of problems, and time and opportunity to grow and develop in key competency areas; promotes staff development, in coordination with line supervisors, through coaching, mentoring, and facilitating professional growth opportunities.

  • Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.

Requirements:

  • Bachelor’s degree required. Master’s or other advanced degree preferred

  • Minimum of 15 years of position-related experience required

  • Minimum of 8 years managing and supervising staff required

  • Substantial experience in other supply chain roles required

  • Proven ability to communicate at a superior level, orally and in writing, including complex issues and positions to senior executives, client officials, counterparts, and others inside and outside Chemonics

  • Substantial experience with acquisition and assistance rules, regulations, and policies of USAID highly desirable

  • Excellent interpersonal skills, ability to work independently, and lead teams

  • Proven ability to deal sensitively in multicultural environments and build effective working relationships with clients, counterparts, and colleagues

  • Willingness to travel and work abroad a minimum of 2-4 weeks per year

  • Strong attention to detail and organizational and prioritization skills

  • Experience living or working in developing countries preferred

  • Demonstrated leadership, versatility, and integrity
