The Position
The City of Carlsbad currently has a Management Analyst vacancy in the Environmental Sustainability Department.

The Community:

The Branch:
The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million.
The Department:
The Environmental Sustainability Department of Public Works supports the Community Vision of Sustainability, Open Space and Natural Environment. This Department is responsible for Climate Action Plan Division, Habitat Management Division, Sustainable Materials Management Division and Watershed Protection Division.
The Position:
The Management Analyst is a seasoned and experienced professional, with knowledge of departmental operations, administration, project management, contracts, grant administration, finance and budgeting. This role provides technical guidance to staff at all levels of the organization and works cross-functionally to develop strong strategic partnerships. Reporting to the Director, the management analyst develops and applies solutions to complex opportunities or problems using advanced principles, theories and concepts. Successful individuals in this role routinely apply a high degree of innovation, teamwork, resourcefulness to their work.
The management analyst is a skilled, effective, and compelling communicator, with excellent presentation, demonstration, facilitation and writing skills. Being an extremely effective team player and informal/formal team leader is critical for this role. An understanding of the various funding sources is valued in this role. Assignments are often self-initiated.

Key Responsibilities
Participate in or lead the development of goals, objectives, policies and priorities for the organization to which assigned Prepare budgets. Provide ongoing analysis, recommendations and monitoring Conduct surveys and perform research and statistical analysis on administrative, fiscal, human resources and operational problems and issues and make recommendations as appropriate Prepare and provide staff support on agenda bills Contract administration: prepare RFP’s, aid in analysis, negotiation and vendor selection, administer contract Represent the city in the Community and at professional meetings - Assist in or lead the coordination of activities with other city departments and divisions and with outside agencies. Assist in the development and implementation of the city’s human resources systems, including policies, guidelines, systems, procedures, monitoring and reportingCoordinate and oversee purchasing, human resources and other administrative functions and activities Provide staff assistance to the City Council, boards and commissions Conduct fiscal analytical studies and prepare and submit data and reports involving the evaluation of city operations and services. Ensure state, federal and local regulations are met. Respond to citizen complaints and requests for information Prepare, track and review applications for funding assistance with other governmental agencies. Audit spending. Program and project management as assigned: define, develop, implement, manage and audit. Supervise, coach and mentor staff. Other duties as necessary to support the position

Experience & Education
The equivalent of a bachelor's degree from an accredited college or university with major work in public administration or related field plus a minimum 3 years of related experience.
A master's degree in public administration or a related field is highly desirable and may be substituted for one year of experience.-
