Job Summary

This position is located in the Department of corrections (DOC), Facility Maintenance Division. The mission of the DOC is to ensure public safety for citizens of the District of Columbia by providing an orderly, safe and secure and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration.

The incumbent in this role is responsible for maintaining, inspecting, installing and repairing equipment and components used for heating, and air conditioning (HVAC). In addition, performs skilled mechanical maintenance in refrigeration systems and related equipment and facilities, preventative maintenance, and routine servicing of equipment.

Duties and Responsibilities

Inspects, repairs, modifies and installs HVAC equipment including refrigeration and air conditioning compressors, receivers, condensers, chillers, water cooling towers, forced air converter units, pumps, automatic and hand valves, expansion valves and capillary tubes. Conducts regular preventative maintenance inspections of refrigeration units and isolated heating ventilating units, which includes, but not limited to boilers, gas and electrically operated air conditioning equipment. Services and repairs evaporative coolers and makes the necessary adjustments.

Repairs or replaces defective parts in units and equipment and their controls, including thermostats, automatic switches, fan controls, log switches, camper motors, louvers, relay filters, controls, belts conpressors, heat exchangers, high limit controls, pressure controls, safety valves and automatic gas valves. Performs skilled electrical maintenance work in the repair, installation and alteration of HVAC equipment, components, timers, motors and wiring systems as needed. Connects motors to control panel to endure proper operations.

Test and examines boiler operations, conducts boiler water quality test and treatment. Lubricates and packs HVAC motors, pumps, fans and other equipment. Recharges refrigerant levels and checks for leaks, ensures refrigerant cycle is functioning correctly in air conditioning and refrigeration systems. Installs and calibrates systems, rebuilds, replaces or repairs fans, motors, thermostats, fuses, filters, controls, gaskets and other equipment. Maintains related records concerning time, labor and materials, and task performed.

Reads troubleshoot repairs, and/or installs heating units and systems, including oil or gas-fired low and high pressure boiler, steam production or turbine and generator power plants, calibrates gauges, thermostats and thermometers. Installs, maintains and repairs steam traps, pressure-reducing valves, heat exchangers, and steam heating systems. Ensure hazardous materials and waste within the work area are handled or processed within operating guidelines, containers are sealed, properly dispose of hazardous materials or (waste) that are used at the worksite.

Performs other duties as assigned.

Qualifications and Education

Knowledge in operation and repair of HVAC systems to include all types of A/C units, such as centrifugal, reciprocating, steam boilers, hot water heating systems,

Knowledge of standard practices of the HVAC and refrigeration trade, theory, ot HVAC and refrigeration systems, materials, methods and tools used in the operation and repair of HVAC and refrigferation systems.

Knowledge of Building Codes ordinances and regulation of District and state authorities pertaining to HVAC, refrigeration and boilers, air compressors and pneumatic controls, cooling tower and boiler water treatment.

Knowledge of manual and electrical tools and equipment applicable to the HVAC and refrigeration trade, welding and soldering techniques, health and safety regulations, basic record keeping techniques, and proper methods of storing equipment, materiels and supplies.

Must have the ability to perform skilled mechanical maintenance duties in the inspection, repair, installation and alteration of HVAC and refrigeration systems, related equipment and facilities and calibrate systems and preventative maintenance and routine servicing of equipment, diagnose defects, and install, repair, main HVAC units.

Ability to communicate effectively both orally and in writing, understand and follow oral and written directions and work cooperatively with others.

Skill and ability to read and understand drawings, schematics, blueprints of various brands of equipment and maintenance schedules.

Works under the general supervision of the Supervisory Facility Operation Specialist who provides oral and written assignments in the form of work orders, verbal instructions or established maintenance schedules which identifies the equipment to be repaired and the nature of the work to be accomplished.

Physical Effort

Physical effort used to maneuver equipment into and out of specific locations while dismantling and reassembling. Frequently carries and sets up parts and equipment that weigh up to fifty (50) pounds. Hoist holders and pulleys, which are operated when removing units such as boilers, hot water heating systems, large compressors, condensers, and chillers. Maybe required to make repairs and installs from ladders, scaffolding and platforms where parts of the system are frequently in hard to reach places; therefore, stooping, stretching, bending and kneeling frequently for long periods of time.

Working Conditions

Some work assignments are performed inside when the incumbent is frequently subject to sudden temperature changes when working on equipment such as heating and air conditioning systems, walk in freezer units, etc.

Licensure/Certification

District of Columbia Master Mechanic License

Valid Driver's License
