Purpose:
Under the direction of the Office Director, the Associate Director for Programs is responsible for the overall oversight, management, and supervision of CWS resettlement programming, including the federally funded Reception and Placement for newly arriving refugees, the Preferred Communities case management programs, Protection and Anti-Trafficking programming, and wraparound programming including workforce development, cultural orientation, and language access. This position is responsible for ensuring high quality case management services are delivered to clients, as well as programmatic compliance with contract requirements. This position serves as part of the overall office leadership, working with the Office Director on office administration, staff training and development, events, grant oversight and management, fundraising, and community relations. The Associate Director will provide direct supervision to program supervisors and ensure the provision of trauma-informed, strengths-based services that support both the client and overall program implementation.

Responsibilities:
 

Office Leadership:

Directly supervise program coordinators in your program areas.

Serve as the CWS representative in interactions with the State Refugee Coordinator and State Refugee Health Coordinator when the VA Director is unavailable.

Work with office leadership team to ensure a safe environment in which all individuals are welcome regardless of race, color, national gender identity, sexual orientation, religion, age, political affiliation, disability or social group.

Lead staff meetings when the VA Director is not available.

 

Program Oversight:

Oversight of programs that provide direct services to clients including case management within the Matching Grant, Refugee Social Services Employment Program (RSSEP), MYVA, VRSAP, SOR, STEP and other programs as assigned. S/he oversees program implementation; ensures organizational compliance with grants and contracts and manages effective delivery of services.

 

Program and Operational Quality

Work with VA Director to develop budgets for all programs that provide direct service and compare with actual spending monthly, adjusting spending as necessary. Communicate regularly with Finance staff on budget matters.

Work with VA Director and leadership team to perform ongoing analyses of program needs to respond to the changing needs of refugees, local communities, and local and state officials.

Oversee management of direct client assistance and other funds disbursed.

Assist in completion of programmatic and financial reports for funders as required.

Conduct regular programmatic audits to ensure quality in service provision and fulfillment of documentation requirements.

Work with VA Director to monitor funding received from CWS and other sources to ensure responsible fiscal administration of programs; ensure consistent communication between programs and accounting staff.

Work with leadership team to maintain CWS’s commitment to evidence-based programming by ensuring that documentation of services provided and data collection are accurate and complete, so that program effectiveness can be properly evaluated.

 

Community Engagement

Collaborate with leadership team to actively engage the Harrisonburg community, including communities of faith, higher education, public and private entities, service providers and individuals in the development of an informed, welcoming community for newcomers.

Attend and periodically host bi-monthly consultations with local service providers interfacing with newcomers.

 

Management of Integration Staff and Activities

Coordinate the integration of refugees and other ORR eligible populations in the Harrisonburg area, supervising Harrisonburg staff and programming and overseeing the successful execution of federal contracts and privately funded initiatives.

Provide mentoring for any new directors in VA in the program areas that are currently managed.

Work with staff, volunteers, and community stakeholders to ensure that refugees, asylees, and entrants reach the goals of integration and adjustment to life in the U.S. through the provision of information, services, and referrals.

Promote a strengths-based approach to service delivery that acknowledges the value and gifts of the individuals we serve.

Provide training regarding ORR eligible populations and the integration process for partners throughout the Shenandoah Valley in partnership with the Associate Director of Development.

Qualifications:
 

Education: Master’s degree preferred in education (preferred), international relations, non-profit management or related field. 

 

Experience:

Minimum of six (6) years of progressive work experience in social services or humanitarian assistance programs with a minimum of three (3) years supervisory experience.

The applicant must demonstrate creativity and initiative and must be able to handle multiple projects and responsibilities simultaneously.

Previous work experience in refugee resettlement direct social services required.

Proven management and leadership skills, including the ability to motivate, retain, and develop a high performing team of staff and volunteers.

Excellent interpersonal communication skills are necessary, as is the ability to work cooperatively with a wide range of staff and volunteers.

Superior written and oral communication skills required.

Experience working in multi-cultural environment.

Strong and meticulous organizational skills including the ability to effectively manage time and meet deadlines, set priorities, maintain healthy professional boundaries and work well in a high-pressure environment.

Solid computer skills a must. Familiarity with VNIS (Virginia Newcomer Information System preferred.
