Overview:
Credence Management Solutions, LLC (Credence) is seeking an Intelligence Planning, Programming and Systems Support to support our Air Combat Command (ACC) Intelligence Directorate (A2) program out of Langley AFB, VA. This position will be supporting the A28 Branch Capabilities Based Planning.

The Intelligence Planning, Programming and Systems Support shall use knowledge of and experience with analysis, specifications, design, development, implementation/integration, and acquisition of AF capability and systems requirements for ACC owned and operated ISR platforms to provide operational and technical support to the ACC mission in operating, equipping, maintaining, and modernizing Intelligence- related systems throughout ACC and the AF. Supports management of the ACC Globally Integrated ISR portfolio, providing expertise across a wide range of Air Force ISR concepts, strategies, platforms, and requirements, and supports PPBE activities spanning 25+ program element codes. The primary function of this subtask is to use PPBE experience to support program management and monitoring of Intelligence mission organizations, systems, policies, planning functions, basing, and modernization efforts of ACC as the overall USAF force provider. Furthermore, Contractor support will provide subject matter expertise throughout the entire PPBE process, including providing guidance to Government workforce and delivering recommendations to advance PPBE activities and processes across the organization.

Responsibilities include, but are not limited to the duties listed below:
Specific support tasks are as follows:

Develop/prepare PPBE documentation costs and resource allocation plans for the equipment, systems, and programs needed to achieve capabilities and execute plans and command strategies as they relate to both the Program Objective Memorandum (POM) and National Intelligence Program (NIP) budget

Prepare and deliver detailed program briefings to Directorate, MAJCOM, Air Staff, and National Mission Partners, identifying shortfalls in program funding and matching initiatives and disconnects with stakeholder needs.

Understand and implement DoD, National, and Air Force guidance related to programming activities (fiscal guidance), including but not limited to Air Force Policy Director 90-6, National Defense Strategy, National Security Strategy, Defense Planning Guidance, Programming Objective Memorandum Preparation Instruction (PPI), Consolidated Intelligence Guidance, and Program Managers Planning Guidance.

Analyze program elements to ensure funding aligns with expected activities, evaluating issues with poor programming database errors, and other programmatic changes.

Ensure all PBE/IPBS documentation is created and delivered in a standardized format based on higher level direction and guidance.

Identify, evaluate, and assist ACC in integrating emerging multi- discipline ISR technologies and non-materiel solutions.

Attend and represent ACC at various USAF and ACC meetings, forums, ERBs, CCBs, and other meetings related to sensor tasks, system integration, planning and programming, and life-cycle sustainment to monitor and provide advice for ongoing weapon system activities and ACC A2 program advocacy to CFTs and through ACC Corporate Structure.

Ensure and report compliance with prescribed regulations and instructions regarding analysis of alternatives, materiel and non-materiel solution modeling and simulation, and cost analyses.

Assist with capability-based operational requirement development, PPBE support, integration management, configuration management, training, exercise support, and test and evaluation.

Assist in the development and presentation to ACC staff of various integration strategies in conjunction with ISR components and acquisition agents to mitigate risks to operational ISR system components and assigned

Participate in Joint C4ISR experimentation, tests, operational exercises, innovation events, and system development and integration activities.

Shall gain and maintain a detailed understanding of relationships between ISR capabilities and supporting network and infrastructure architectures and resources; and the Contractor shall provide expert advice and assessments to ACC A2 regarding those relationships.

Monitor compliance with related regulations and instructions regarding ISR platforms, sensors and PED architectures, and C2 relationships between AOCs, wings, and squadrons.

Track, validate, and satisfy ISR tasks and RFIs while managing project associated databases and activities for multiple Command

Assist in the development and presentation to ACC and associated CFTs of planning and programming tasks across ACC A2, to include facilitation, development, and integration of bullet background papers, Tri-Charts, and Resource Allocation Programming Information Decision System (RAPIDS)

 

Education, Requirements and Qualifications:
 

Active Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) required.

Possess a bachelor’s degree, a Master’s degree in the Arts of Sciences is highly

Working Conditions and Physical Requirements:
