Angelo Quinto Community Response Team (AQCRT) Program Description
The goal of the Crisis Antioch Response Team (AQCRT) is to provide 24-hour alternative response services to low-level 911 calls from Antioch Residents. The team will be comprised of non-police personnel who can provide crisis intervention and connect individuals to community-based services/resources. Resident involvement with this program will be voluntary and the team's response will focus on deescalation, mitigation, and prevention of repeated emergency situations. Implementation of the AQCRT Program will build a collaborative network of service providers in the City of Antioch, provide a safer response to behavioral health, quality of life and low threshold medical calls and allow law enforcement personnel to focus their efforts on major emergencies and investigative efforts. Data collection activities from the AQCRT Program will support opportunities for evaluation and inform strategies for improvement.

Position Summary
Under the supervision of the Justice Services Division Director, the Program Director will provide administrative oversight of the full AQCRT, all programmatic and fiscal elements. In collaboration with the Justice Services Division Director, the Program Director will hire and conduct/register program staff in trainings to facilitate program development. The Program Manager will be responsible for reviewing staff documentation to ensure quality data tracking for Program evaluation and work with the Quality Assurance staff to meet reporting requirements in a timely matter. The Manager of this Program will also be encouraged to collaborate with local community stakeholders such as City offices, community-based service providers, behavioral health providers etc. to create a network for referrals/linkages.

Program-Specific Responsibilities

Provide sufficient AQCRT staffing to cover 24/7 operations citywide, including a system for back up staffing in the event of illness and vacation.

Develop and support a training plan that ensures all AQCRT members have sufficient baseline and ongoing training in key skill areas related to their staff function, including required certifications.

Provide regular trauma-informed supervision, debriefing, and support for all AQCRT members.

Facilitate a crisis assessment that includes medical, behavioral health and other basic life needs such as shelter, food, and clothing.

Utilize trauma-informed crisis intervention, de-escalation, and harm reduction techniques to stabilize crisis situations.

Provide basic life support level of care such as CPR, first aid and wound management as needed.

Develop collaborative relationships, including the clear designation of staff who will meet with key governmental partners such as Antioch Police Department, Contra Costa Fire Protection

District and Contra Costa Health Services.

Build a positive and collaborative presence throughout the Antioch community and its neighborhoods served by AQCRT

Provide monthly reports to the City of Antioch and other stakeholders as requested to track progress and allow for continuous quality improvement and accountability.

Participate in regularly scheduled AQCRT coordination meetings to ensure communication across stakeholder groups, review data and address unforeseen issues promptly.

Participate in community and stakeholder meetings as requested by the City of Antioch.

Participate in all required data collection activities to support the AQCRT evaluation and to inform potential shifts in implementation strategies.

Minimum Qualifications

Masters’ degree in social work, psychology, and counseling or related field required.

A minimum of 3 years supervisory experience in administration of community-based services and/or emergency services.

At least 3 years of direct service experience in the fields of Criminal Justice, Mental Health and Wellness Recovery Action Plan, (WRAP)

Desire and ability to work from a strength-based, client-centered model with an emphasis on harm reduction practices

Ability and willingness to provide non-judgmental encouragement to clients is essential

Ability to work cooperatively on a multi-disciplinary team, and to support a work setting where clients with various backgrounds can thrive

Basic knowledge and experience working with computers, including word processing and dataentry programs

Strong written and computer literacy skills adequate to create and submit monthly and quarterly reports timely and that meet program requirements

Ability to effectively organize and present information to funders and community stakeholders

Ability to work effectively both independently and collaboratively

Verifiable clean driving record (Community outreach, such as home visit and health screenings may be required)

Valid California Driver's License
