Job Description:

L3Harris is seeking an experienced, proactive and solutions focused Ethics & Compliance Officer (ECO) who will be responsible for conducting investigations of allegations of disrespectful behavior, harassment, retaliation, discrimination, labor mischarging, conflicts of interest, fraud and other alleged violations of L3Harris' Code of Conduct or policies.  The ECO will also be responsible for identifying and driving effective corrective actions and ensuring prompt and effective resolution of compliance concerns.  In addition, the ECO will provide advice to employees on ethics and compliance (E&C) topics and drive effective employee engagement, ethics and compliance communication and training initiatives to foster an ethical and compliant culture throughout the organization.  The ECO will report directly to the Director, Ethics & Compliance and provide support to various stakeholders including legal, human resources, finance, operations, quality, supply chain and security leaders across the enterprise.

Job Responsibilities:

Internal Investigations: Conduct thorough internal investigations, including document reviews, interviews, and data analysis, including privileged internal investigations conducted under the supervision and direction of in-house and/or outside counsel; strategically plan each phase of investigations and effectively manage the logistics of travel, appointment scheduling, and timely escalation and reporting.Triage and Resolution: Participate in the triage, review, analysis, and resolution of reports from the L3Harris Helpline and other channels, covering a wide range of issues such as fraud, corruption, privacy concerns, discrimination, harassment, conflicts of interest, retaliation, quality concerns, failure to escalate, and other behaviors or actions that may violate the L3Harris Code of Conduct, company policies, laws or regulations.Protocols, Templates & Training: Support the development of clear protocols, escalation criteria, templates and training for investigators across the enterprise.Compliance and Ethics: Ensure prompt and thorough assessment, response, and resolution of E&C inquiries, conflicts of interest and allegations of misconduct.E&C Advisor: Act as an adviser to employees on ethical matters relating to the L3Harris Code of Conduct, supplier relationships, dealing with other employees, and reporting concerns.E-Discovery Partnership: Collaborate with the e-discovery team to identify, preserve, and coordinate efficient and cost-effective review of relevant documents and data, where needed.Documentation and Reporting: Ensure thorough documentation of investigative actions, findings, and outcomes; prepare and communicate investigative reports to stakeholders and leadership.Root Cause Analysis: Conduct root cause analyses in collaboration with applicable functions and business segments; determine and implement appropriate corrective actions and coordinate with E&C leadership to ensure proper disclosure to federal/state agencies, where necessary. Corrective Actions Tracking: Utilize tools to track corrective actions from investigations to conclusion with supporting evidence.Trend Analysis and Reporting: Analyze trends, track and report case metrics and ethics survey results, compare to industry benchmarks, and summarize results for reporting to CHQ and Segment leadership.Collaboration with HR and Legal: Work closely with Human Resources and Labor & Employment counsel on employment actions arising from investigations.Policy Development: Assess and drive practical improvements to E&C policies, procedures, tools and training that promote knowledge and strict compliance with regulatory requirements and reduce risk to the company.Leadership and Culture: Lead by example, fostering a culture of integrity, accountability, and compliance; maintain confidentiality and uphold ethical standards throughout the investigation and corrective action process.

Candidate Profile & Competencies

Relevant in-house or law enforcement experience in ethics, compliance and internal and external investigationsAbility to prioritize – and to reassess priorities as necessary – to ensure that internal and external expectations are fulfilled.Perform work independently on multiple projects simultaneously, and efficiently manage time and resources.A demonstrated commitment to integrity, compliance, and ethical decision making.Ability to travel to domestic locations between 10-20% annually to accomplish the mission, occasionally on short notice.

Qualifications:

Bachelor's Degree and minimum 9 years of prior relevant experience or Graduate Degree and a minimum of 6 years of prior related experience as an ECO and/or conducting internal or external investigations. In lieu of a degree, minimum of 12 years of prior related experience.Ability to obtain a U.S. security clearance.

Preferred Additional Skills:

Experience in aerospace, technology, defense, government contracting, finance or other highly regulated industries.Strong people skills, including effective interviewing skills, and outstanding oral and written communications skills. Ability to present or explain complex issues clearly and succinctlyAttention to detail and an ability to compile and analyze policy, process and business information, and to develop and provide recommendations for process improvement.Sound judgement; ability to review and analyze a complex set of facts, documents, data, or issues and make appropriate recommendations

In compliance with pay transparency requirements, the salary range for this role in New York state is $78,000 - $145,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
