Senior Program Analyst

Under direction, is responsible for coordinating, planning, and overseeing the City's Ambassador summer internship program for college students. Conducts research, analyzes data, develops planning timetables, evaluates policies and procedures, and makes recommendations to achieve goals and objectives. Must have a strong passion for working with youth. May exercise supervision over assigned staff.

Work Hours
7:45 a.m. - 4:30 p.m., Monday - Friday
- Gathers, interprets, analyzes, and evaluates program data related to performance metrics and compliance with established rules and regulations. Develops a business plan to operate a summer internship program for college students to include developing a budget, professional development activities and recruitment of organizations to host interns.
- Interprets and communicates program guidelines and related City policies and procedures. Coordinates departmental projects with city-wide impact, to include the dissemination and communication of information to affected City departments.
- Maintains and develops relationships with community and partner organizations regarding program initiatives.
- Assists in managing budgets and resources to ensure programs meet scope, guidelines, and budget.
- Monitors compliance with established program requirements associated with contracts and/or grants. Prepares grant applications for securing project funds from governmental agencies and financial institutions in coordination with the City Attorney, City departments, other governmental entities, private firms, and citizens.
- Identifies and prioritizes operational and technical needs and requirements. Provides direction to support the three education commissions overseen by the Youth Success division.
- Implements and evaluates program operations, initiatives, and services.
- Assists in developing and participating in community outreach related to program initiatives and services.
- Assists in coordinating with relevant department and city staff regarding program needs. Consults with departments or divisions to improve productivity and delivery of services.
- Assists in the preparation of the annual budgets for the Ambassador, commissions and special projects.
- May supervise, train, and evaluate staff who support Ambassador program and education commissions, including interns assigned to the Youth Success division.
- Prepares written reports, summaries, and presentations on program plans and performance metrics. Analyzes complex data, policies, practices, systems, procedures, and develops written summaries on findings and recommendations to improve the Ambassador program.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's Degree from an accredited college or university.
- Two (2) years of experience in program or policy analysis, development, and/or management.
Preferred Qualifications
- Knowledge of best practices in youth workforce development.
- Knowledge of organization strategic planning principles.
- Ability to do public speaking at large events.
- Strong professional writing skills.
Applicant Information
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
