As Big Star's technology-supported Safety Program Manager you will leverage advanced tools and platforms to enhance safety protocols, monitor compliance, and drive continuous improvement in safety performance. Success is measured by tracking various metrics and evaluating the effectiveness of safety initiatives to maintain a safety program that meets or exceeds KPI expectations.
You will be part of a functional area team, "Network Success", that is responsible for the performance of the network to meet Client Contract SLA's as it relates to service and safety requirements such as, adherence to deployment plans, customer service, safety, drug and Alcohol program adherence, and any other operator or vehicle performance metrics outlined in any client contract. This is achieved through performance data review, virtual and in-person townhalls, and one on one provider meetings.
As a leader in Network Safety you will be expected to play a critical role in advancing Big Star Transit's safety culture through strategic oversight of the Drug & Alcohol Program and telematics performance initiatives. This role leverages data analytics and AI-powered tools to drive continuous improvement, ensure regulatory compliance, and support provider partners in delivering safe, reliable transportation services across both FTA-regulated and non-FTA divisions. Responsibilities of the role include but is not limited to:
Responsibilities:
Drug & Alcohol Program Oversight
· Administer and manage all aspects of the FTA-mandated Drug and Alcohol Testing Program (49 CFR Parts 40 and 655).
· Utilize AI-enabled compliance platforms to track testing schedules, flag anomalies, and automate reporting workflows.
· Coordinate with collection sites, MROs, and consortium partners to ensure timely and accurate documentation.
· Provide technical guidance and training to providers on compliance expectations and corrective actions.
Telematics Monitoring & Safety Analytics
· Monitor safety metrics via telematics platforms (Samsara, LYTX, OMobile), focusing on seatbelt usage, mobile device events, following distance, harsh driving events, and DVIR completion.
· Apply predictive analytics and AI tools to identify risk patterns and proactively issue safety improvement notices.
· Collaborate with leadership to assign corrective actions and develop targeted training based on performance trends.
· Ensure data integrity and investigate anomalies or potential tampering using automated validation tools.
· Maintain and report on network-wide safety benchmarks (e.g., 90/100 for Samsara, 10/100 for LYTX).
Compliance & Program Support
· Ensure alignment with federal (FTA, FMCSA), state, and client-specific safety standards.
· Support FTA Triennial Reviews, internal audits, and incident investigations using AI-assisted documentation and audit tools.
· Manage post-accident testing determinations and ensure regulatory adherence.
· Maintain and update SOPs, forms, and training materials with embedded smart guidance features.
Training & Provider Engagement
· Deliver technical training on testing protocols, telematics tools, and AI-driven safety monitoring systems.
· Develop educational content and outreach campaigns using data visualization and interactive platforms.
· Participate in provider meetings, town halls, and performance reviews to foster engagement and continuous improvement.
Education:
· Preferred:
o Bachelor's degree in Occupational Health and Safety, Transportation Management, or a related field.
o Minimum of 5 years of experience in safety management, supported by Samsara or Lytx within the passenger transportation industry.
o Strong knowledge of DOT and ADA regulations, and safety practices specific to passenger transportation.
o Excellent analytical, problem-solving, and communication skills.
o Certification in passenger safety management (e.g., CSHO, CTAA, CPAS, NSC) is preferred.
Language Skills:
· Required:
o Proficient written and verbal communication
o Effectively present information in one-on-one and small group situations to customers, clients and other cross-functional groups
Technical Experience:
· Required:
o Proficiency in managing FTA Drug & Alcohol Testing Programs under 49 CFR Parts 40 and 655.
Experience using compliance tracking platforms to monitor testing schedules, documentation, and audit readiness.
o Hands-on experience with Telematic Platforms Samsara, LYTX, and OMobile for Monitoring driver behavior and validating data integrity and detecting anomalies or tampering.
o Advanced skills in Microsoft Excel for data manipulation and trend analysis with the ability to interpret performance metrics and translate them into actionable safety strategies.
o Ability to create and deliver technical training on safety protocols and telematics systems with experience developing interactive educational content using data visualization tools.
o Familiarity with AI-powered safety analytics platforms
o Hybrid / Remote candidates must demonstrate experience in similar roles with performance at an exceptional level that will yield a positive professional reference from a past employer.
· Prefer:
o Certified FTA Drug & Alcohol Program Manager or Designated Employer Representative (DER)
o Expert in using both Samsara's Connected Operations Cloud and Lytx's video telematics solutions is preferred.
o Experience with Power BI or similar tools for creating dashboards and visual reports.
o Experience with AI-powered safety analytics platforms for predictive risk modeling, automated compliance alerts and smart documentation and audit support.
