General Description

The Orange County Emergency Services Department has an opening for a Temporary Emergency Management Coordinator-Recovery.

This position is responsible for technical work associated with the coordination of disaster recovery and mitigation programs. This includes, but is not limited to, the organization, implementation, and coordination of local pre and post disaster recovery plans, goals, and objectives. Work involves managing and overseeing various grant funded projects, primarily focused on disaster recovery and mitigation. This includes the implementation and coordination of the Countywide Long Term Recovery group.

Work is performed under the direction of the Division Chief of Emergency Management with leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties. Supervision is not a responsibility of this class. Does related work as required.

  • This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Background Check is required.

Serves as the County representative on all long-term disaster recovery efforts.

Serves as the coordinator of the Long-Term Recovery Group.

Liaises with government agencies, nonprofit organizations, and private businesses to coordinate responses to unmet needs of disaster survivors in the community.

Develops a comprehensive countywide long-term recovery plan. Implements and coordinates the recovery plan as required. Works closely with leadership at all levels to ensure a well-coordinated, timely, and well-executed long-term recovery, including the development and coordination of partnerships and financial and grants management processes.

Facilitates and supports effective decision-making, management, and coordination across multiple departments, systems, processes, and community organizations for planning and implementing recovery projects and activities.

Identifies and builds partnerships with Federal, State, non-profit, and community organizations to better align the County's long-term disaster recovery planning and projects.

Establishes and negotiates agreements with vendors and partners to provide long-term disaster recovery goods, equipment, and services as necessary.

Organizes recovery planning processes, fosters information sharing, and manages public participation and awareness to engage the community and all residents fully and proactively.

Maintains a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines. Works to possess knowledge of regulatory and statutory compliance requirements for federally funded programs and projects, specifically Community Development Block Grant (CDBG), Public Assistance (FEMA PA), and Hazard Mitigation Grant Program (FEMA HMGP). Coordinates to execute these programs as necessary.

Coordinates, supports, or leads County grant development efforts to leverage additional public and private funding for implementation of the County's long-term disaster recovery plans.

Develops, maintains, and updates project plans, strategies, budgets, program policies, and procedures in coordination with departments and project teams.

Develops, implements, monitors, and reports on recovery performance indicators and project deliverables using appropriate tools. Communicates adjustments and improvements to leadership and other applicable staff and stakeholders.

Participates in the Division of Emergency Management on-call program to ensure that ensures Orange County Emergency Services support is provided for major incidents on a 24/7 basis to respond to emergency calls, provides emergency coordination functions for Incident Commanders

Assists the Division Chief in facilitating EOC operations including overseeing staff during EOC Operations, situational awareness, resource management, use of the mutual aid system, use of various software applications (WebEOC, VSAT, GIS, mass notification systems), damage assessment reporting, and coordination with outside agency representatives, coordinates disaster response or crisis management activities. Rotates with other Emergency Services personnel to cover EOC leadership roles as necessary.

Adheres to the department's safety rules and regulations.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.

Thorough knowledge of the principles, concepts, practices and terminology of emergency management response, recovery, and mitigation.

Thorough knowledge of the federal, state, and local laws, ordinances, standards and regulations regarding emergency management recovery and mitigation.

Thorough knowledge of the rules, regulations, procedures, protocols, and policies pertaining to emergency services of the County.

Thorough knowledge of the principles and techniques used in the development and utilization of emergency response and disaster preparedness systems, including but not limited to the Incident Command System (ICS), State Emergency Management Systems, and the National Incident Management System (NIMS).

Thorough knowledge of the dangers inherent in emergency management, response methods, and the precautions to be taken to reduce the impact of the disaster.

Skill in planning, coordinating, and implementing emergency procedures for a variety of situations.

Skill in public and interpersonal relations, and the ability to communicate effectively, both orally and in writing, with a variety of individuals representing diverse cultures and backgrounds.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a master's degree in emergency management/Homeland Security AND one (1) year of work experience in the administration of public safety, emergency management, or business continuity operations, AND demonstrated experience in leading, directing, and monitoring the work of others during both routine and emergency operations, OR

Graduation from an accredited college or university with a bachelor's degree AND three (3) years of progressively responsible work experience in the administration of public safety, emergency management, or business continuity operations AND demonstrated experience in leading, directing, and monitoring the work of others during both routine and emergency operations, OR

An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.

Completion of FEMA Independent Study Courses IS 100, 200, 700 and 800.

Completion of ICS 300 and 400 required within 12 months of hiring.

IAEM Certified Emergency Manager (CEM) or Certified Associate Emergency Manager preferred.

SPECIAL REQUIREMENTS

Possession of or the ability to readily obtain a license valid in the State of North Carolina for the type of vehicle or equipment operated.

Possession of or the ability to obtain IAEM Certified Associate Emergency Manager (AEM) within twelve (12) months of hire.

All offers of employment are conditional upon successful clearance of a background check and pre-employment drug testing. Employment cannot commence until the employee has been cleared.

May be required to possess additional certification(s) as deemed necessary by the Division Chief.

This position is on-call 24/7, and may be required to work evenings, weekends, and holidays, and in inclement weather conditions during incidents.
