This position offers a hybridized work schedule once fully trained. The position will be headquartered at and required to work from the Hill Farms State Office Building at 4822 Madison Yards Way, Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position SummaryThe Grants Supervisor provides direct supervision of central office State Program Managers and Financial Specialists in the Bureau of Transportation Safety and Technical Services' Transportation Safety Programs Section. This position also provides ongoing analysis and projections of current and future budget availability and needs to ensure that adequate funding is available to reimburse safety partners for their safety programming activities. This position works closely with the supervisor of the Program and Policy Unit to assist in developing and interpreting the Bureau of Transportation Safety and Technical Services' overall, cohesive strategy on highway safety programs. Specific responsibilities include:
- Distribution of various federal and state grants to local units of government and non-profit organizations.
- Directs multi-disciplinary program managers in the Department's development, coordination, financial management, and review of grant programs for statewide injury control-occupant protection, alcohol, and other drugs countermeasures, youth alcohol, police traffic services, motorcycle safety, pedestrian and bicycle safety, and a variety of other safety initiatives.
- Recommends best strategies for changing behaviors on Wisconsin roadways and promoting transportation safety programs in conjunction with the Bureau's leadership team.
- Delivers transportation safety grants to local partners.
- Ensures that distribution of funding to agencies participating in safety programs is in compliance with proper state and federal guidelines and procurement rules.
- Seeks program efficiencies and process improvements to ensure optimal program activities.
Note: Occasional statewide travel will be required for conferences and trainings (a few times per year).
Salary InformationThis position is in schedule-range with an annual salary of $83,200-$90,480, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

QualificationsMinimally qualified applicants must meet all the following:
- Experience reviewing and analyzing programs and methods to ensure compliance with state and/or federal guidelines.
- Experience working in a lead role (such as leading team projects, training new team members, etc.).
- Experience with interpreting state and federal policy.
- Experience with budgeting, reconciliation, and payments.
In addition to all the above, well-qualified applicants must meet at least one of the following:
- Developing and/or facilitating workgroups and teams.
- Experience in a formal supervisory or management role performing duties such as staff development, goal/priority setting, employee onboarding/training, performance reviews, discipline, etc.
- Experience working with financial or grant management systems (such as STAR or comparable).
- Experience with federal reimbursement programs (such as NHTSA federal funds or comparable programs).
