The New Mexico Department of Homeland Security and Emergency Management (DHSEM) is the primary state agency responsible for oversight and coordination of resources for disaster preparedness, response, and recovery. This includes administration of the Community Development Block Grant ¿ Disaster Recovery (CDBG-DR) program. DHSEM manages grant compliance, program execution, and subrecipient awards under the CDBG-DR program.

This position exists to drive data informed decision making and innovation across the agency by leveraging advanced data science, machine learning, and analytical techniques. The Senior Data Analyst plays a critical role in collecting, managing, and analyzing large and complex datasets to uncover actionable insights, improve operational efficiency, and support strategic goals. By transforming raw data into meaningful information, the role helps business and operational leaders make better, faster, and more accurate decisions. Additionally, this position supports the agency¿s digital transformation by implementing cutting-edge AI/ML solutions, ensuring data governance standards are upheld, and building a culture of data driven efficiency and continuous improvement.

How does it get done?

This position will:

  • Data Collection, Management, and Preparation : Gather, clean, organize, and maintain high-quality structured and unstructured data while ensuring accuracy, consistency, and compliance with data policies.
  • Data Analysis, Modeling, and Machine Learning: Apply statistical methods and machine learning techniques to build, test, and deploy predictive models that support agency performance and solve complex problems.
  • Reporting, Visualization, and Communication: Develop dashboards, reports, and visualizations, and clearly communicate analytical findings to leadership and non-technical stakeholders.
  • Strategic Decision Support and Process Improvement: Collaborate with operational teams to identify needs, improve processes, and provide data-driven insights for better decision-making.
  • Innovation, Training and Automation: Explore emerging technologies, provide training on data tools, promote data-driven culture, and implement standardized processes and automation to increase efficiency.

Minimum Qualification

Bachelor's degree in Statistics, Economics, Data Science, Mathematics, Physics, Engineering, or related quantitative field and three (3) years of relevant project experience in successfully executing data science projects, including statistical analysis, data engineering, and data visualization. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Work is performed in-person, online, and in a virtual setting. Travel in-state expected. Some out-of-state travel is possible. Some sitting, standing, bending and reaching may be required. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel required.
