Why does the job exist?
The Program Manager will:
Provide general subject matter expertise to assigned behavioral health programs to include Adult Accredited Residential Treatment Center (AARTC) programs and other specialized behavioral health programs;
Provide oversight to assigned programs which includes but is not limited to reviewing, processing and approving applications, writing letters and technical reports;
Provide technical assistance to providers;
Conduct site visits to evaluate program performance;
Ensure adherence to state and federal statues and guidelines; implementation of program goals and outcomes, safety and service delivery; and monitoring financial and budgetary needs;
Conduct monthly/quarterly Learning Communities for behavioral health providers;
Attend meetings as scheduled Behavioral Health Services Division (BHSD), Clinical Services Team meetings, and Program Coordinator Meetings with BHSD finance staff;
Collaborate with other departments, providers and constituents including The Children Youth and Families Department (CYFD), the Inter-departmental Council (IDC), the Medical Assistance Division (MAD) of the Health Care Authority (HCA), and other departments as needed.
How does it get done?
The Program Manager is responsible for:
Providing programmatic oversight to Adult Accredited Residential Treatment Center (AARTC) providers and other specialized behavioral health services (IOP, PSR, CCSS and ACT);
Preparing all required progress reports and data as necessary, research systems and service delivery;
Evaluating provider and consumer needs regarding behavioral health services to include Adult Accredited Residential Treatment Centers and other specialized behavioral health services (CCSS, IOP, PSR);
Ensuring adherence to statutory requirements, department and division standards, quality improvement processes, work force issues, inclusion of best practice concepts and ensuring the use of evidence-based practices to services delivered;
Conducting Site Visits;
Utilizing work experience, professional knowledge and clinical skills in the review, approval, denial of existing behavioral health services and programs;
Working toward improving upon and developing services to address the needs of New Mexicans;
Developing processes to ensure service delivery is efficient and effective;
Understanding current systems and services providing state-wide in planning and expanding behavioral health services and supporting integrated care.

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and two (2) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Working Conditions
Work is performed in an office setting: late hours and weekends work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation. Incumbent may be required to furnish a personal vehicle for carrying out assignments.
