Minimum Qualifications
Master's Degree in Library Science; supplemented by five (5) years of progressively responsible experience as a library branch manager or a manager of library support services, to include three (3) years of supervisory experience.

Four (4) years of successful and progressively responsible IT and ILS; SIRSI and library management system experience is preferred.

Specific License or Certification Required:
Certification as a Professional Librarian issued by the State of Georgia to be obtained within six (6) months of employment.

Specific Knowledge, Skills, or Abilities:
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Examination
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Purpose of Classification:
The purpose of this classification is to manage multiple branch libraries, departments or system-wide programs and services. Responsibilities include developing strategic plans for library services; approving branch and departmental library budgets; and developing and maintaining Library collections. Additional responsibilities include, organizing, leading, planning, directing and/or implementing outreach services, programs, initiatives and presentations. This classification is distinguished from Librarian, Principal in that this class oversees the activities of multiple branch libraries or departments, whereas the latter manages a single branch library or Central Library department as assigned.

Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to Library Director.

Advises Director on collection related issues: develops recommendations for changes in management process; reviews patron responses, buying opportunities, technology issues, statistical data, materials budget, and other items/issues; participates in development of system wide policies and procedures;

Manages staff, acquisitions, and cataloging and processing functions in the technical services area which includes the Integrated Library System (ILS) and serves as the main liaison to SIRSI; Monitors equipment and networks associated with Library technology; Makes recommendations related to new technology; Acts as liaison with Fulton County IT on behalf of the Library System as concerns the computer network consisting of servers, thin clients, network switches, desktops, laptops, tablets, Internet access, virtualization and imaging and the Library's wireless network; Partners with internal/external vendors and resources to ensure the proper selection of equipment and execution of maintenance agreements; Assists with the selection, purchasing and maintenance of various software licenses. Oversees development and management of Library collection: analyzes statistical data to determine collection usage; confers with department, branch staff, selectors, and vendors to profile collection needs of communities served by the Library; oversees processes for selection of new materials and removal of outdated ones; and ensures patron access by coordination with Cataloging, IT, and Circulation departments.

Develops and monitors assigned area budget: reviews previous year's expenditures and determines budgetary needs for staffing, supplies, equipment, services, and/or capital improvements; obtains additional funding for library programs through grant writing and/or direct solicitation of sponsors; monitors expenditures for budget compliance; maintains assigned program budgets and allocates budget resources among multiple libraries; collections, programs, or branches; and approves expenditures prior to submission for payment.

Defines services to be provided by the library system and develops strategic plans for multiple branches or departments: conducts studies analyzing the quality of services and level of efficiency provided by the library system; develops reports and administers projects to address service delivery; and establishes plans for marketing library services.

Provides administrative oversight for multiple branch libraries and/or Central Library departments and performs administrative liaison duties for system-wide committees and/or task forces

Plans, designs, and conducts staff development workshops and training programs and oversees the development of training materials.

Establishes and maintains viable relationships with community agencies and institutions; develops partnerships to enhance library system awareness and promote services; provides information and education to the community about library services and materials; gives speeches and presentations; conducts library tours; and assists in establishing partnerships with other agencies.

Operates a computer to enter, retrieve, review or modify data; utilizes word processing, database, spreadsheet, networking, desktop publishing, e-mail, Internet, or other software programs.

Communicates with supervisor, employees, volunteers, community service workers, Board of Trustees, library patrons, other libraries, community organizations, government agencies, court officials, school and educational officials, school groups, the public, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give and receive advice and direction.

Maintains a current knowledge of applicable laws and regulations; maintains an awareness of new technologies, trends and advances in the profession; reads various books, literary journals and publications, and other professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

In addition to the essential functions listed above, preference will be given to the candidates that possess experience doing the following:
Organizing, leading, directing, and implementing outreach services, programs, and initiatives, especially those which are sustainable, long term, and foster community engagement.

Initiating, facilitating, planning or implementing change initiatives; supporting innovation and creativity; demonstrate a clear, well-thought out vision for programs and service delivery during the 18-month renovation phase of the Central Library.

Possess creativity, excellent communication skills, and succinctly articulate previous implementation and presentation of high-level programming for library patrons; willing to take risks to develop new services.

Allocating decision-making authority and autonomy, where possible, and/or task responsibility, to appropriate staff to maximize the organization's and individual's effectiveness.
