The salary range indicated is the minimum and maximum for the position. Appointment can be made above the minimum depending upon qualifications, however, is anticipated to be between the minimum and mid-range and no offer will be made beyond mid-range.Performs professional level work leading, directing and supervising the activities and performance of major functional areas and cross functional operations of the Human Resources Department including, employee relations, labor relations, performance management, data retrieval and analysis, employee engagement initiatives. FLSA STATUS: EXEMPTAssists in the design, development and implementation of HR strategy, citywide and significant department level initiatives. Provides consultation to department leaders on complex human resource issues. Consults in directing the activities of the entire HR Section and may serve in the absence of the Director. Directly manages employee and labor relations division of Human Resources.
EXAMPLE OF DUTIES
Assists the Chief Human Resources Officer to develop and implement strategies and tactics for achieving long and short-term organizational objectives that are connected to human resources design, maximizing employee engagement, talent acquisition, retention, learning and performance development across the city.Advises departmental divisions by providing innovative, visionary, and strategic oversight of assigned areas. Develops, implements, monitors, and improves upon policies, procedures, and processes. Performs work assignments that are broad in scope and require the use of independent judgment and initiative in making leadership, technical and managerial decisions of considerable difficulty.Provides effective communicative leadership throughout all levels of the organization and acts on the Director's behalf by assignment or delegation in director's absence. Establishes and maintains proactive and appropriate work environment, tone, and continuous improvement culture for all aspects of the organization. Seeks to instill and maintain a supportive, collaborative and employee valued workforce.Directs, develops and implements a program of continuous improvement within the department. Maintains an ongoing review of programs, services, activities and functions across all divisions to improve overall operations, communications, understanding, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless service. Establish an ongoing system for tracking, reporting and celebrating improvement efforts.Serves as a Project Manager for major HR initiatives; Completes special projects to include researching and analyzing statistical data, preparing reports and written correspondence, interpreting and explaining data, presenting information and making recommendations. Other duties as assigned.
SUPPLEMENTAL INFORMATION
Qualifications: Bachelor's degree in Human Resources, Public or Business Administration, or a related field AND five (5) years of recent experience in Human Resources, supervisory capacity. Any combination of education, experience, and training equivalent may be considered. Public sector human resource experience preferred. ORMaster's Degree* from in Human Resources, Public or Business Administration, or a related field AND three (3) years of recent experience in Human Resources, supervisory capacity. Any combination of education, experience, and training equivalent may be considered. Public sector human resource experience preferred. Professional Human Resources (PHR), Senior Professional Human Resources (SPHR), SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification(s) preferred.*Degree must be from an institution accredited as recognized by the U.S Department of Education as indicated in the Database of Accredited Postsecondary Institutions and Programs. This position may require the use of a personal or City vehicle to conduct City business.
