Operations Manager

This position is located in the Department of Employment Services (DOES). The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The Office of Youth Programs (OYP) develops and administers workforce development programs for District youth ages 9-24. OYP provides occupational skills training, work experience, academic enrichment and life skills training to facilitate the development of work habits and skills that are essential for success in the workplace.
The Operations Manager is responsible for managing overall operations and is responsible for the effective and successful management of labor, productivity, quality control, and safety measures as established and set for the OYP.
Duties and Responsibilities
Assigns and reviews the workload of the office, determines scheduling priorities, and ensures that service activities are properly and effectively time-phased to accomplish program objectives. Reviews, interprets, and reports on Federal and Local grant funding allocations. Prepares written grants and submits them for specific programs. Designs writes, evaluates, and modifies policies to ensure that programs are effective and in compliance with legal requirements. Analyzes policies, government regulations, and legislation to develop new program policies and plans and makes needed revisions to existing program policies and procedures. Analyzes statistical data and reports to identify and determine causes of problems and develops recommendations for improvement of the organization's systems, procedures, or programs. Interprets results of studies, prepares reports detailing findings, recommendations, or conclusions, and determines areas requiring additional resources and new program implementation. Monitors progress of program delivery through standard operating procedures, performance analysis strategies, and training. Consults with and advise government officials, staff, civic associations, and other agencies on legislative, policy, and program issues.
Directs preparation and distribution of written information and verbal communication to inform management and employees of program and administrative policies and procedures. Develops written performance standards and ensures that all employees are aware of their responsibilities relative to those standards. Provides management to program staff through consultation, supervision, and liaison activities. Identifies and provides the training needs of staff. Counsels subordinates in matters relating to work performance, attendance, and general work relationships, recommends and initiates disciplinary action, and adjudicates employee complaints. Develops criteria for evaluating system performance and effectiveness of existing and proposed program activities. Facilitates and attends internal and external meetings, conferences, seminars, workshops, and forums as assigned; represents DOES in meetings relating to program areas. In addition, serving as an agency representative, the incumbent works closely with a wide range of community groups and organizations to develop, plan, establish, and maintain a cooperative and cohesive relationship. Develops and recommends the establishment of new and/or revised policies, procedures, and other documentation as the need arises to more effectively accomplish program goals and objectives. Develops operational guidelines based on Federal and District of Columbia laws. Represents the Associate Director at meetings and conferences to serve as a spokesperson regarding the views of the Associate Director and the positions of the Department regarding employment services.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm
Operating Status: In-Person reporting, flexible and limited telework options available upon position eligibility and operational needs.
Pay Plan, Series, and Grade: MS
Duration of Appointment: Management Supervisory Service "At-Will" All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.
Promotion Potential: No known promotion potential
Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
