The Metro Railcar Assistant Superintendent is responsible for assisting the Superintendent of Metro Railcar Maintenance in managing, planning, organizing, and coordinating the administrative functions for the railcar maintenance department. The position assists in supervising and evaluating metro railcar supervisors, consultants, and staff; directs daily rail car activities as needed and coordinates training and development activities and conducts both operating and budget analysis. Develops and provides input on railcar maintenance policy, revises and reviews new standard operating procedures (SOPs) and manages labor relations activities. The Metro Railcar Assistant Superintendent supports action to ensure that administrative practices are consistently completed efficiently to meet performance goals as set by the Superintendent. The Metro Railcar Assistant Superintendent prepares reports and makes recommendations involving matters of railcars and personnel.

  • The Metro Railcar Assistant Superintendent is primarily responsible for supporting the Superintendent's agenda and filling in his absence.
  • The Metro Railcar Assistant Superintendent provides leadership to railcar Staff and Consultants; directs Metro's staff on essential administrative tasks necessary to evaluate and improve organizational performance and maintain productive labor relations.
  • The Metro Railcar Assistant Superintendent is responsible for personnel administration tasks, revising and developing new job descriptions, performance evaluations, assessing training needs for both Staff and union employees, develops maintenance agendas to ensure safety and reliability as well as coordinates hiring for open vacancies.
  • The Metro Railcar Assistant Superintendent monitors and tracks maintenance trends, budgetary expenditures along with related reporting practices.
  • The Metro Railcar Assistant Superintendent identifies and applies best safety practices, evaluates PPE, tools, machinery, and specialized equipment to ensure safety.
Qualifications

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Five years of experience in the operation and/or maintenance of a mass transit system and/or related operations that required the resolution of operational problems related to scheduled service, equipment failure, equipment maintenance, inclement weather, or other service disruptions. One year of the required experience must have involved supervisory or program management responsibilities.

Notes:

  1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

  2. Additional education at an accredited college or university may be substituted at a rate of thirty credit hours for each year of the required experience for up to four years of the required non-supervisory experience.

  3. U.S. Armed Forces military service experience as defined under the Experience Requirement of the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.

Licenses & Certifications
  1. Employees in this classification are assigned duties that require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland.

  2. Employees in this classification who are assigned to Field Operations (Bus Transportation) will be assigned duties that require a valid State of Maryland Commercial Driver's License (CDL), Class B with a Passenger (P) endorsement.

Special Requirements

  1. Employee may be subject to being on call 24 hours a day and may be required to maintain a reliable communication link for the purpose of emergency call back requirements.

  2. Employee may be required to work shifts, evenings, holidays, and weekends

  3. Employees in this position are considered "Essential Employees" and will be required to sign and agree to all policies and procedures relating to "Essential Employee" status.

  4. Employees in this classification are subject to pre-employment drug testing and substance abuse testing in accordance with the Code of Federal Regulations 49 – Federal Department of Transportation Drug Alcohol Testing Protocols and Federal Transit Administration Alcohol Testing Rules, and Transportation Code of Maryland Regulations , Testing for Illegal Use of Drugs.
