Position Summary
The Senior Acquisition Contract Specialist (Construction) provides comprehensive acquisition and contracting support for construction and facilities-related procurements under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). This position supports pre-award, award, and post-award phases for complex construction, renovation, and architectural & engineering (A&E) projects. The Specialist will operate onsite at the customer's Washington, DC office, collaborating with Contracting Officers (COs), Contracting Officer's Representatives (CORs), and technical stakeholders to ensure timely, compliant, and cost-effective contracting actions.
This role is key to sustaining the Government's acquisition mission and requires advanced analytical, regulatory, and project management expertise.
Key Responsibilities
Acquisition Planning and Strategy
- Develop, review, and coordinate acquisition strategies, acquisition plans, and source selection documentation in compliance with FAR Part 7 and FAR Part 36 (Construction and Architect-Engineer Contracts).
- Conduct market research and develop independent government cost estimates (IGCEs) in accordance with FAR Part 10.
- Advise government officials on contract type selection, competition strategy, and acquisition milestones.
Solicitation Development
- Prepare solicitations, Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Invitations for Bids (IFBs) for construction and A&E requirements per FAR Subpart 36.2 and DFARS 236.2.
- Draft and review Statements of Work (SOWs), Statements of Objectives (SOOs), and Performance Work Statements (PWSs).
- Incorporate appropriate contract clauses and provisions per FAR Part 52 and DFARS Part 252.
- Conduct pre-solicitation conferences and assist in evaluation criteria development in accordance with FAR Part 15 (Contracting by Negotiation).
Evaluation, Award, and Post-Award Administration
- Support source selection evaluations, prepare documentation (e.g., technical evaluation reports, competitive range determinations, and award recommendations).
- Draft and review contract award documentation, modifications, and justifications per FAR Part 43 (Contract Modifications) and FAR Part 6 (Competition Requirements).
- Manage contract administration, including performance monitoring, funding modifications, and closeout per FAR Part 42.
- Review contractor deliverables for compliance with contract terms, schedules, and cost limitations.
Regulatory and Compliance Oversight
- Ensure acquisitions comply with FAR, DFARS, OMB Circulars, and agency-specific procurement guidance.
- Apply construction-specific requirements such as the Miller Act (40 U.S.C. §§ 3131–3134), Davis-Bacon Act (FAR 22.4), and Buy American Act (FAR 25.2).
- Advise the Government on small business participation, subcontracting plans, and socio-economic goals per FAR Part 19.
Required Qualifications
- Education: Bachelor's degree in Business Administration, Contract Management, Construction Management, Engineering, or related field.
- Certifications:
- FAC-C Level III or DAWIA Level III in Contracting (or ability to obtain).
- NCMA CPCM/CFCM certification desired.
- Experience: Minimum of 10 years of progressively responsible experience in federal acquisition or contract administration with a focus on construction contracting and A&E services.
- Knowledge:
- In-depth understanding of FAR Parts 6, 7, 10, 12, 13, 15, 16, 19, 36, 42, and 43 and DFARS 236.2, 236.6, 236.7.
- Experience with IDIQs, task orders, and firm-fixed-price (FFP) construction contracts.
- Proficiency with contract writing systems (e.g., PRISM, SPS/PD2, PIEE, or equivalent).
- Skills:
- Strong analytical, negotiation, and communication skills.
- Exceptional attention to detail and ability to produce clear, compliant documentation.
- Competence in Microsoft Word, Excel, SharePoint, and Adobe PDF.
- Clearance: Must hold or be eligible for a Secret clearance.
Preferred Qualifications
- Master's degree in Procurement or Acquisition Management.
- Experience supporting Federal construction projects within DoD, GSA, or civilian agencies.
- Familiarity with Sustainability, LEED, and Energy Efficiency procurement standards.
- Prior experience supporting Kennedy Center or Smithsonian construction/facilities projects.
