Model Development and Network Training Manager

Relief Nurseries support Oregon families with children from birth to five who are facing overwhelming life stressors and are at the highest risk for child abuse or neglect.
Established in 1976 in Eugene, Oregon, the first Relief Nursery was created to help families stay safely together and prevent children from entering the foster care system. Over time, Relief Nurseries have expanded across multiple Oregon communities, evolving into a comprehensive family support model that strengthens protective factors, builds resilience, and helps children and families thrive.
The Oregon Association of Relief Nurseries (OARN) exists to lead, advocate for, and sustain this statewide network of independent Relief Nurseries. Through resource development, quality assurance, and collaboration, OARN ensures consistent, high-quality services for families throughout Oregon.
Guided by the vision that all Oregon children grow up in safe, stable, and nurturing families, OARN operates as a membership organization representing Relief Nursery sites statewide. The Executive Director of each of the 16 Relief Nurseries serves on the OARN Board, and Relief Nursery, Inc.—the founding Relief Nursery, and owner of the Relief Nursery Model, holds two seats on the OARN Board.
The Model Development and Network Training Manager plays a pivotal role in strengthening Oregon's statewide network of Relief Nurseries by leading workforce development efforts to ensure high-quality, consistent, and family-centered services across the network.
The role is housed within Relief Nursery, Inc. to align with the organization's responsibility for stewarding, developing, and maintaining the Relief Nursery Model. This structure ensures continuity, consistency, and shared standards across all Relief Nursery sites statewide.
The Model Development and Network Training Manager is responsible for delivering Relief Nursery core trainings, developing additional professional learning opportunities, and supporting the training, endorsement, and growth of network trainers. Additionally, this position supports the ongoing review, refinement, and innovation of the Relief Nursery model to ensure that programs remain effective, equitable, and responsive to the needs of Oregon's diverse children and families.

Through this leadership, the Model Development and Network Training Manager helps ensure that Relief Nursery programs across Oregon provide consistent, high-quality services that nurture resilience, strengthen protective factors, and promote family well-being.
Primary Responsibilities
Statewide workforce training and support
- Deliver engaging and relevant trainings to individual Relief Nurseries and the statewide network. Trainings may be virtual or in-person.
- Develop and update core and supplemental training content aligned with Relief Nursery standards and best practices.
- Provide coordination, guidance, and oversight of trainers contracted with the Oregon Association of Relief Nurseries.
- Chair and provide oversight of the network's Workforce Development Committee.
- Collaborate with OARN staff to develop and implement processes to track and document required Network trainings and assist with the planning and implementation of periodic statewide convenings.
Continuous quality improvement and model development
- Collaborate with the Deputy Director of Quality Assurance and network partners to review, refine, and implement the Relief Nursery Quality Assurance standards, Relief Nursery Program handbooks, the Relief Nursery Replication Manual, and the Relief Nursery Core Training materials.
- Support ongoing model fidelity, continuous quality improvement (CQI), and program innovation efforts.
- Contribute to the development of tools and systems that strengthen consistency, equity, and impact across all Relief Nurseries.
Other duties
- Respond to emergent or unexpected agency or network needs with a flexible and proactive approach.
- Participate in team meetings, site-wide events, and collaborative agency and network projects.
- Contribute to a positive workplace by treating all Relief Nursery staff with respect and working collaboratively.
- Follow Oregon Child Abuse Reporting laws and Relief Nursery policies.
- Perform additional duties as assigned.
Minimum Qualifications

- Bachelor's degree in early childhood education, social work or related field or Step 9 in the Oregon Registry Online.
- Minimum five (5) years experience: Developing and delivering trainings, both in person and virtual. Working in the field of early childhood education, home visiting, parenting education, or social work.
- Understanding of adult learning principles.

- Coursework or training in trauma informed care.
- Demonstrated success in leading and facilitating collaborative groups or networks.
- Ability to work both independently and collaboratively and as a coach, mentor and leader.
- Exceptional communication skills, both in written and verbal form.
- Strong time management, organizational, and prioritization skills.
- Ability to use Google Suite and Microsoft Office software.
- Ability to travel within Oregon; must maintain a valid driver's license, and acceptable driving record.
Preferred Qualifications
Preferred qualifications refer to job-related education or training, experience, skills, etc. that are beneficial to the position, but not a requirement.
- Master's Degree in early childhood education, social work, early intervention or related field.
- Bilingual in English and Spanish.
- Experience or knowledge of program evaluation and continuous quality improvement.
- Registered as a Master Trainer with the Oregon Registry Online.
- Experience serving historically underserved and marginalized communities.
