Description
The Texas General Land Office is seeking a Program Management Specialist II (Sr Grant Manager) within the Community Development & Revitalization (CDR) Department of the agency.
Performs complex (journey-level) program management specialist work for the Grant Management section within the Community Development & Revitalization (CDR) department. Work can routinely include assisting other staff in performing work of greater complexity, and may identify, assess, and propose potential program improvements; develop and implement techniques for evaluating program activities; manager budget, funding, grants, and expenditures, and monitor strategic use of funds to meet program goals. Works under general supervision, with moderate latitude for the use of initiative and independent judgment in accordance with GLO-CDR guidelines.

What Your Contributions to the GLO Will be:
- Coordinates and supports the activities of individual staff within the Regional Grant Management Team construct to ensure alignment with established goals, objectives, and priorities. Recommends programmatic and process enhancements, implements strategic actions to drive progress, and provides analysis of complex problems in support of Grant Managers within the region.
- Confers with Regional Manager to develop strategic plans and long- and short-term goals for the Regional Grant Management Team. Assists with the establishment of planning, implementation, coordination, monitoring, and evaluation of CDBG and GLO- CDR policies and procedures to ensure compliance across all programs and allocations.
- Assists the Regional Manager in preparation of regularly scheduled management and productivity reports specific to the Grant Management Regional Team. Identifies trends within the Regional Team portfolio and provides recommendation to mitigate risk or enhance productivity and performance across programs and allocations.
- Collaborates with cross-functional teams across GLO and CDR branches, sections, and departments on program-related activities to ensure compliance, enhance operational efficiency, and support cohesive program implementation.
- Oversees contracting, program compliance, and implementation of Subrecipient Agreements within their assigned portfolio, through expert level proficiency in all GLO and CDR systems of record—including TIGR, TRecS, SharePoint, DocuShare, and others—to ensure accurate documentation and adherence to program requirements.
Qualifications
Minimum Qualifications:
- Graduation from an accredited four-year college or university with a degree in public administration, business, or a closely related field.
- Experience and education may be substituted for one another on a case-by-case basis.
- Five (5) or more additional years of relevant experience with direct oversight and monitoring of grants or contracts.
- Experience working in a team environment.
- Experience with State and Federal funding or programs related to grant management, civil infrastructure, or disaster recovery.
Preferred Qualifications:
- Experience managing grants or contracts related to Disaster Recovery, Mitigation, or civil infrastructure projects.
- Experience managing HUD CDBG-DR or other federally funded disaster recovery programs, people, and/or projects.
- Experience coordinating projects, work groups or team members.
- Experience overseeing budgets and tracking expenditures to demonstrate fiscal responsibility.
- Experience in business processes and workflow analysis.
- Experience with providing guidance, training, or mentoring peers/direct reports in a leadership capacity.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
