About The Role
The Strategic Engagement Partner plays a key role in how ITS communicates, educates, and connects with agency stakeholders. This position leads efforts to craft and deliver clear, outcome-focused messages that translate complex technology programs into accessible information. The role partners closely with ITS leadership, project managers, and product teams to ensure consistent, high-impact communication and engagement around technology initiatives, modernization projects, and strategic priorities.
This position develops content and communication frameworks that promote understanding and adoption of ITS programs, services, and systems. It also supports training and enablement efforts by creating materials that simplify technical concepts and strengthen user readiness. Working across departments, the Strategic Engagement Partner helps ensure that communication strategies align with business needs, reflect the agency's mission, and enhance the visibility and value of ITS across the organization.
Operating as a trusted advisor, this individual brings a balance of strategic thinking, storytelling, and project execution skills. The Strategic Engagement Partner contributes directly to the agency's success by ensuring that ITS initiatives are clearly communicated, well understood, and widely supported across all levels of the organization.

What Your Contributions To The GLO Will Be
- Leads strategic communication and engagement initiatives across ITS to ensure consistent, timely, and aligned messaging for major projects and priorities. Partners with ITS leadership to shape key narratives that communicate vision, progress, and impact; engages early in project planning to align communication strategies with business objectives and agency goals; and serves as a trusted advisor and strategic partner to leadership.
- Manages and delivers cross-functional communication and engagement projects that support enablement and user adoption. Defines scope, schedules, and deliverables; coordinates with PMO, Product, and Operations teams to ensure alignment and accountability; monitors progress and outcomes; and drives successful execution of initiatives that advance ITS strategic objectives.
- Synthesizes and communicates the ITS story, value, and impact across the agency. Plans, facilitates, and delivers presentations, briefings, and training materials that highlight performance, outcomes, and business value. Supports ITS leadership in demonstrating progress and alignment to agency priorities when engaging with executive leadership, business partners, and external stakeholders.
- Develops clear, outcome-focused training and enablement materials that translate complex technical concepts into accessible, user-friendly guides and visual resources. Collaborates with project teams early in the design and rollout phases to ensure materials support adoption, improve understanding, and align with end-user needs.
- Establishes and maintains ITS communication and branding standards, including templates, messaging frameworks, tone guidelines, and visual identity, to ensure consistent, professional communication across the department and agency. Implements feedback and measurement processes to assess communication effectiveness and drive continuous improvement in engagement and clarity.
- Designs and executes communication and engagement initiatives that support technology adoption and change readiness. Partners with project and product teams to craft messaging, guides, and visual materials that prepare users for new tools or processes, encourage participation, and reinforce a culture of continuous learning.
Qualifications
Minimum Qualifications:
- Graduation from an accredited four-year college or university with major coursework in business, sociology, learning design, information technology, communications, or a related field.

Location Requirement:
This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.
Physical Requirements
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
Preferred Qualifications
- Five (5) years of experience in strategic communications, stakeholder engagement, learning design, or organizational change management.
- Demonstrated success in developing and delivering concise training, enablement, or change management materials that promote adoption of new systems, tools, or processes.
- Proven ability to partner with executive and technical leadership to align messaging, shape strategic narratives, and communicate measurable outcomes tied to organizational goals.
- Experience collaborating with cross-functional teams, developing learning paths, gathering business requirements linked to organizational objectives, and driving initiatives to completion.
- Strong writing, editing, and presentation skills with the ability to translate technical or operational concepts into clear, actionable information for diverse audiences.
