The Texas General Land Office is seeking a Program Specialist VI ( Scheduler ) within the Energy Resources Department of the agency.
Performs highly advanced (senior-level) consultative services and technical assistance work. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Employees at this level may: Plan and prioritize a variety of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s), including overseeing the delivery of services; and create efficiencies where opportunities occur. Complete and monitor required administrative and performance reports, studies, and specialized projects; and recommend appropriate changes to programs. Speak to community and professional groups to coordinate, improve, and stimulate interest in the program(s) and to secure support for program(s). Identify the need for new programs and provide guidance to staff in the development and integration of new methods and procedures. Identify and prioritize business needs, ensuring alignment with agency goals. Develop and implement effective techniques for evaluating agency programs.

What Your Contributions To The GLO Will Be
- Scheduling - Performs accurate scheduling of gas on a continuous basis for the delivery of gas services. Provides support to customers to adjust scheduled volumes in response to actual consumption observed throughout the month based on measured volumes and adjusts accordingly for efficiencies. Requires the periodic purchasing and selling of gas to balance the system requirements as changes are received to avoid imbalance penalties and limit cash-out exposure. Includes purchasing 3rd party gas by month or for term to meet demand for index or fixed priced deals.
- Transportation & Efficiency - Works with portfolio manager to analyze and secure most economical supply source. Research utility and pipeline tariffs to interpret scheduling rules, tariffs, penalties, and operating parameters. Analyze pipeline transportation rates and determine most economical supply route. Responsible for loading transportation rates into Quorum.
- Deal Documentation - Assists and collaborates with the Operations Manager to keep accurate records of marketing deals, confirmations, and gas/oil pricing contracts. Documents activities in Quorum. Substantiates and executes financial hedging deals. Produces weekly and monthly performance reports to comply with administrative requirements. Identifies any actions from stakeholders that are needed for completion and recommends appropriate action.
- Gas Management Software - Analyzes the Quorum software as it pertains to SEMP and maximizes its potential to fully utilize the system to accurately reflect, track, and calculate SEMP activities.
- Customer Services - Ensures excellent customer service level and educates customer regarding imbalance provisions to minimize and mitigate their exposure to imbalance pricing.
Software Training & Development - Develops and maintains a working knowledge of computer software: MS Office Suite, Quorum, DocuShare, MIP. Attends formal and informal training classes and obtain the necessary mandatory training hours. Identifies and attains individual training needs.
Qualifications
Minimum Qualifications:
- Graduation from an accredited four-year college or university with major coursework in business or related field.
- Four (4) years of experience in oil and gas, utilities, purchasing or field related to the agency program.
- Experience and education may be substituted for one another.
Physical Requirements
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

- Experience with Quorum Software is preferred.
