Job Description
Reporting directly to the Senior Director of Shelter Operations, the Assistant Shelter Director will provide operational and program support to Shelter Site Staff. In the absence of the Senior Director of Shelter Operations, the Assistant Shelter Director will assume direct responsibility of all shelter operations to ensure effective shelter operations. Successful candidates will have ability to cover various shifts including weekends and holidays. Provides on-call coverage for the Shelter by working on all shifts.
The Assistant Shelter Director is part of a Shelter Interdisciplinary/Shelter team that works collaboratively with Case Managers, Medical Respite Team and other Comprehensive Homeless Services Center staff to ensure that the clients are engaging in services.
The Assistant Shelter Director is responsible for managing and directly supervising all Shelter Monitors.
Duties and Job Functions:
- Maintain Shelter Standard Operating Procedures and Guest Handbook to ensure compliance, safety, organization and commitment application of procedures among staff and clients;
- Monitor client behavior and follows all policies, protocols and procedures of the organization.
- Meet with clients to answer questions, de - escalate situations and settle grievances.
- Provide immediate and professional response to any security /safety emergency or disturbance within or immediately outside facility.
- Intervene in client crises under the direction of Senior Director of Shelter Operations.
- Monitor facility to maintain safety of clients and shelter space.
- Maintain a safe, supportive environment within the shelter.
- Support clients in following all shelter procedures.
- Assist clients work through conflicts in congregate living.
- Ensure clients Move-in and Move-out procedures are being adhered to
- Provide thorough and accurate documentation on daily shelter activities by:
- Communicate observations and interactions with clients to Shelter Case Managers and Shelter Management through documentation in daily log.
- Ensure that staff are reviewing shelter policy & guidelines with clients at time of entrance.
- Communicate bed vacancies to all staff and CAS personnel as defined in the policies and procedures.
- Ensure that staff are maintaining a clean and safe living environment through monitoring of clients' hygiene and dorm cleanliness.
- Ensure that staff are performing daily dorm checks and documenting.
- Provide immediate response to any security /safety emergency or disturbance within or immediately outside facility.
- Report basic maintenance & cleaning of Shelter facility to ensure a safe and secure living environment to the Facilities Department/Administration.
- Manage the hypothermia program during the hypothermia season.
- In conjunction with other relevant program staff or when directed by supervisor, will assist in the development, implementation, maintenance and upkeep of program documentation, such as Shelter Operations Manual, Evacuation Plans, Shelter Policies and Procedures, Resident Handbook and other relevant shelter documents.
- Enter, update and/or edit ETO data for Shelter Residents and other program data requirements to meet County, State and Federal requirements.
- Complete all agency logs and incident reports in a timely manner.
- Provide thorough and accurate documentation on daily shelter activities.
- Complete all duties as assigned and perform other duties as assigned by Senior Director of Shelter Operations.
- Adhere to PathForward's policy and procedures.
- Participate in program, staff and agency meetings and relevant trainings as required, as well as inter-agency groups that provide assistance and advocacy to PathForward's homeless clients.
Supervisory Duties:
- Work with Senior Director of Shelter Operations & Human Resources and Administration Director to hire, supervise, evaluate and discipline all shelter monitor staff.
- Supervise, orient, and train shelter monitor staff
- Work cooperatively to train and supervise shelter staff; giving positive recognition and feedback when needed
- Train and Supervise Shelter Monitors, Interns and Volunteers during their daily duties including documentation of employee disciplinary action
- Verify and approve (payroll) timesheets of all Shelter Monitors.
- Conduct 90 day and Yearly evaluations of Shelter Monitors as stated in PathForward's Personnel Policies and Procedure Manual.
- Develop and maintain the work schedule for Shelter Monitors ensuring that all shifts are covered at all times. This includes making sure that on-call staffing is available
- Plan, develop and provide pre- service and in-service training and staff development plans.
- Suggest, follow through and monitor recommendations on all aspects of the shelter operation including but not limited to: shelter staff, shelter maintenance and volunteer procedures
- Respond to overnight phone calls from Shelter staff requiring assistance and guidance or support
- Ensures consistent and appropriate staffing and training to support program policies and procedures
- Assist Senior Shelter Director to coach and develop staff
- Train and Supervise Interns and Volunteers in conjunction with Manager of Volunteer Programs & Special Events during their daily duties including documentation of disciplinary action.
- Serve as the supervising manager when the Senior Director of Shelter Operations is not present.
Physical Requirements and Work Environment:
- Work is performed in a shelter
- Must be able to lift a minimum of 50 pounds
- Work is subject to frequent interruption
- Subject to work flexible hours that may include weekends, overnights, evenings and holidays.
- Subject to work in a variety of weather conditions
Qualifications:
The Assistant Shelter Director must have a BSW or similar degree demonstrating education in human service issues or a combination of education and direct work experience. Experience working with homeless population is a must, as is experience working in multi-cultural settings. The Assistant Shelter Director will be highly motivated, self-directed, team oriented and have at least 3 years' experience managing staff. The successful candidate will be able to exercise good judgment, treat all clients and staff with respect and have excellent written and verbal skills. Commitment to diversity, the ability to maintain accurate records and client confidentiality is vital. Experience in developing and cultivating teams is required. Driver's license and car insurance is a must. CPR/First Aid Certification must be acquired and maintained once employed.
