OVERVIEW
Reporting to and working in close collaboration with the President and CEO of USCRI, the Director of Finance and Compliance (DFC) is responsible for a wide range of financial and compliance functions, including budget development and monitoring, accounting and audit, procurement, pension administration, and loan collection management. The DFC is responsible for ensuring USCRI compliance with federal, state, and private funder financial requirements and the monitoring of USCRI sub-awardees for OMB circular compliance and risk. The DFC is responsible for timely financial reporting and analysis to senior management, Board of Directors, and outside agencies. The DFC implements and monitors the fiscal management and administrative policies of USCRI and manages the operations and activities of the Finance Department
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Coordinates finance/accounting activities and develops working relationships with Program Directors; coordinates with external contacts providing timely reports, as required e.g., federal government agencies, State, pension service providers, vendors, foundations, partner agencies, member agencies and others.
- Administers banking relationships, develops appropriate procedures and controls to provide receipt, custody, and disbursement of liquid assets; projects cash needs and ensures availability of sufficient funds for timely payment of all obligations; ensures expeditious transfer of funds to domestic and international field offices.
- Participates in preparation of annual budget proposals in consultation with CEO and Program Directors according to organization policy and procedures; discusses proposed changes and significant revisions with Program Director's; and coordinates the preparation of the annual agency budget for approval by the President and the Board of Directors.
- Assists in preparation of program proposals and of contract budgets and revisions.
- Prepares agency financial statements; prepares financial reports on monthly, quarterly, and annual basis for internal management and the Board of Directors.
- Assists independent CPA in the audit of agency financial and programmatic operations; implements audit report or management letters of recommendations on strengthening accounting procedures, internal controls, or management improvements; obtain auditors' advice or concurrence on significant accounting system changes.
- Develops and manages policies for procurement of all goods and services for the agency; ensures understanding and compliance with relevant procedures through communications with Program Director's managers; ensures compliance of agency with applicable Federal, State procurement laws and regulations.
- Designs and implement procedures to streamline finance/accounting functions and identify cost saving opportunities.
- Ensures compliance with federal, state, and local regulatory and business registration requirements.
- Directly supervises the Finance/Accounting departments, provides necessary coordination between the activities of such personnel, and ensures appropriate separation of duties among staff; and
- Other duties as assigned by the President and CEO.

REQUIREMENTS
- A CPA and minimum of ten years' senior-level accounting and supervisory experience required.
- Knowledge of accepted accounting policies and procedures for Federal grants and contracts, and in-depth knowledge of nonprofit fund accounting policies and procedures essential.
- Strong communications and writing skills in collaboration with others; impeccable diligence.
- Excellent time-management and organizational skills; ability to work as a team member and independently, with a high level of self-motivation and ability to meet goals and deadlines in a fast-paced environment.
- Highly adaptable and flexible with the ability to multi-task and prioritize in a demanding work environment.
- Ability to establish and maintain professional relationships with Federal, State, Foundation Program Directors, partner agencies, contractors and vendors.
