Position: Senior Manager of Compliance, Legal

Reports to: General Counsel, Legal

Scope: CIPE is seeking a full-time, exempt position based in Washington, D.C. for a Senior Compliance Manager who will be an experienced, professional compliance practitioner responsible for supporting the General Counsel in implementing and strengthening CIPE's enterprise-wide Compliance Program. This role coordinates and manages key compliance activities across CIPE's global operations, ensuring adherence to U.S. law, Uniform Guidance (2 CFR 200), donor regulations, ethics requirements, and CIPE's internal policies.

This position requires a seasoned compliance expert who understands compliance workflows, implementation, and risk mitigation; who can work confidently with senior leaders; and who can maintain consistency and accountability across decentralized teams. The Senior Compliance Manager executes CIPE's compliance program under the direction of the General Counsel and plays a key role in supporting CIPE's culture of integrity and organizational compliance.

Responsibilities:

Compliance Program Execution & Organizational Implementation

  • Implement and support CIPE's compliance processes, systems, and tools working with the General Counsel.
  • Ensure compliance workflows are clearly defined, documented, and functioning effectively across HQ, hubs, and field offices.
  • Coordinate cross-functional compliance activities and ensure timely documentation, follow-up, and appropriate escalation.
  • Support periodic compliance and risk assessments across CIPE programs and field locations.
  • Monitor compliance activities and identify organizational needs, risks, and areas requiring improvement.

Policy Development, Alignment & Training

  • Coordinate and monitor the development, review, and continuous improvement of compliance-related policies and procedures, ensuring they remain current, practical, and aligned with organizational requirements.
  • Monitor legal and policy developments, changes in donor requirements, regulatory updates, and industry standards, and support the General Counsel in determining needed adjustments.
  • Oversee and act as a resource for the development, updating, training, and implementation of policies across CIPE.
  • Work directly with other functions on policies under their purview to ensure consistency with CIPE's compliance standards and proper implementation.
  • Support harmonization of policies and procedures across HQ, hubs, and field offices.
  • Develop and deliver compliance trainings on topics including anti-corruption, ethics, sanctions, procurement integrity, due diligence, and donor-specific rules.
  • Create guidance materials, tools, and communications to strengthen staff understanding and adherence.

Monitoring, Reporting & Donor Compliance Support

  • Develop and maintain compliance trackers, timelines, and documentation systems.
  • Conduct period compliance reviews, documentation checks, and structured follow-up with staff globally.
  • Use systems such as JAMIS, SharePoint, and other Microsoft tools to track compliance requirements and generate reports.
  • Oversee CIPE's organizational due diligence and third-party screening process, including use of Kroll or comparable platforms, ensuring results are interpreted, documented, and communicated appropriately.
  • Coordinate CIPE's organizational risk assessment processes, including third-party, programmatic, and donor-driven compliance risk.
  • Provide support to grants team on donor compliance requirements from U.S. government agencies, foreign governments, and multilateral organizations throughout the grant lifecycle.
  • Assist program, business development, and finance teams with compliance inputs for proposals, audits, donor questions, and program reviews.

Ethics, Investigations & Cross-Departmental Coordination

  • Support CIPE's Ethics function, including reviewing conflicts of interest, gift disclosures, and other integrity-related inquiries.
  • Monitor CIPE's ethics hotline and reporting channels, ensuring timely triage, documentation, and coordination with the General Counsel on follow-up.
  • Manage CIPE's Syntrio platform and Learning Management System (LMS) for compliance and ethics training assignments, tracking, and reporting.
  • Assist in internal investigations in collaboration with the General Counsel and other functional leadership.
  • Ensure accurate documentation and follow-through on ethics and investigation matters.
  • Build and maintain relationships with compliance professionals across the NGO and international development sectors.
  • Other duties as assigned.

Qualifications:

  • Bachelor's degree in a relevant field; advanced degree (Master's, JD, etc.) or equivalent experience preferred.
  • 5+ years of directly relevant experience as a compliance professional.
  • Experience supporting field offices or regional hubs, preferred.
  • Experience with internal investigations or integrity processes, preferred.
  • Relevant compliance certifications (e.g., CCEP, CFE), preferred.
  • Knowledge of 2 CFR 200 (Uniform Guidance) and U.S. government grant and contract compliance.
  • Significant experience in anti-corruption compliance, ethics programs, third-party due diligence, sanctions compliance, procurement integrity, and risk management.
  • Experience using third-party screening platforms such as Kroll, World-Check, or comparable tools.
  • Familiarity with systems such as JAMIS, donor portals, and Microsoft tools (Excel, SharePoint, Teams, PowerPoint).
  • Demonstrated ability to map, coordinate, and improve compliance workflows and to translate policy requirements into practical implementation steps.
  • Strong communication skills, including the ability to engage confidently with members of Senior Leadership and provide clear compliance guidance.
  • Excellent analytical, problem-solving, and documentation skills.
  • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
  • High degree of cultural competence and experience working with global and diverse teams.
