Business Development Manager

The purpose of this position is to manage and support the City's comprehensive economic development activities.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Interacts directly with all City departments, the City Commission, City-appointed boards and commissions, the business community, the general public, statewide organizations/associations, and various governmental agencies.
- Initiates, develops, manages and maintains programs that encourage retention and expansion of existing businesses and industries within the City; develops and maintains a retention program that includes surveying of business needs, acting as business liaison between company and City departments; and conducts retention networking activities.
- Serves as a liaison between new and existing City businesses and City Departments to assist them with obtaining City required documents including building permits, arrangements for water and sewer services, fire codes, zoning issues and certificates of occupancy.
- Responds to industry specific RFPs/RFIs, plans company site visits and provides available real estate searches; participates in marketing networking opportunities.
- Assists in the development of appropriate and competitive incentive packages for existing employers or recruitment projects and conducts economic impact analysis on potential economic development projects.
- Manages marketing and advertisement efforts, at the direction of the City Manager, to grow awareness of the City for companies, brokers, and other prospects; manages updates to the Economic Development website and develops marketing collateral.
- Coordinates with City Manager to conduct surveys and research economic trends, demographic trends and infrastructure issues relative to the City in order to effectively promote economic development analyses such as employment trends, demographics, new businesses, commercial building vacancy rates, sales tax collection, availability of land sites; researches and maintains information on relevant rankings, statistics and industry needs as information is made available.
- Creates and presents presentations before business groups, as appropriate, on topics pertaining to the activities of the City's economic development efforts; prepares and distributes brochures and news releases explaining activities and accomplishments of the program.
- Maintains knowledge and contacts within economic development partner organizations; maintains understanding of programs that are available that provide incentives or grants.
- Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
- Plans regular outreach efforts with the communities existing advanced industry sector businesses.
- Participates in professional group meetings to stay current on new trends in economic development and public administration.
- Creation of in-house graphic design projects and collateral materials
- Multi-lingual business technical assistance
- Collaboration and implementation of citywide redevelopment program
Minimum Education And Experience Requirements
- Bachelor's Degree in Public or Business Administration, Planning, Engineering, Economics or a related discipline.
- Five (5) years of experience in economic development, business retention, real estate brokerage, retail development or municipal government or an equivalent combination of education, training and experience.
- Must possess and maintain a valid state driver's license with an acceptable driving history.
- Skill with one or more of the following languages: Spanish, Portuguese, Creole, or French
KNOWLEDGE, SKILLS AND ABILITIES:
- Resourcefulness
- Applied economic development experience.
- Ability to supervise the operation of a business incubator operation and professional office staff.
- Skill with business English – written and spoken.
- Skill with one or more of the following languages: Spanish, Portuguese, Creole, or French
- Skilled at using computers and computer software including Word, Excel, PowerPoint, Adobe Photoshop and Outlook
- Working knowledge of basic planning policies, rules and statutes in support of economic development and business relocation and expansion
- Working knowledge of the development process
- Ability to read site plans, legal descriptions, maps and diagrams to interpret data and convey such information to the public.
- Ability to conduct complex financial analysis of development projects.
- Ability to understand complex directives, policies and laws.
- Ability to establish and maintain good working relationships with government officials, department heads, business professionals and the general public.
- Ability to present information to large audiences.
- Ability to follow through on tasks.
- Ability to multi-task
Physical Demands
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Work Environment
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

WORK HOURS
Monday – Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)

City employees are subject to being called to work in the event of a disaster, such as hurricane, or other emergency situations and are expected to perform emergency service duties as assigned.
