The Nebraska Department of Motor Vehicles seeks an accomplished, forward-thinking leader to serve as the Motor Vehicle Interstate Registration Administrator. This position provides executive leadership to the Motor Carrier Services Division, guiding operational excellence, strategic planning, and high-performing teams that support Nebraska's commercial motor vehicle registration and compliance programs. Working under administrative direction, the Administrator ensures efficient service delivery, legal compliance, and strong collaboration with industry partners and government stakeholders.

- Provide executive oversight and direction for the Motor Carrier Services Division, ensuring statewide consistency, compliance, and operational effectiveness.
- Lead a team of professional staff responsible for registration, titling, auditing, and customer service functions supporting interstate commercial carriers.
- Develop and implement policies, procedures, and operational strategies to enhance service delivery, efficiency, and compliance with state and federal regulations.
- Manage division budgets, approve expenditures, and align financial resources with strategic goals.
- Oversee staff performance, mentoring, and professional development to ensure accountability and high morale.
- Collaborate with other state agencies, law enforcement, and national organizations to ensure Nebraska's leadership in interstate registration programs such as the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA).
- Serve as the primary liaison to county officials, legislative offices, trucking associations, and enforcement partners on issues related to commercial vehicle registration and compliance.
- Lead the development and implementation of technology initiatives that modernize registration systems, improve data accuracy, and enhance customer experience.
- Represent the Department of Motor Vehicles at regional and national conferences, workshops, and intergovernmental meetings.
- Work with Federal Agencies including the Federal Motor Carrier Safety Administration in programs such as Uniform Carrier Registration, Innovative Technology Deployment, and Performance and Registration Information Systems Management.
- Ensure that all operations uphold the DMV's mission of providing exceptional customer service with integrity, innovation, and accountability.
Requirements / Qualifications
Minimum Qualifications: Bachelor's degree in business administration, public administration, management, or a related field, and experience in motor vehicle registration or transportation program administration.
Preferred Qualifications: Advanced degree in business or public administration; demonstrated success leading large-scale operations or programs in government or transportation; experience with the International Registration Plan (IRP) or similar interstate regulatory programs. Significant leadership and supervisory experience required, including performance management, policy implementation, and budget oversight.
Knowledge, Skills and Abilities- Strong leadership and strategic management skills with the ability to guide a diverse professional team.
- Thorough knowledge of state and federal laws governing motor carrier registration, fuel tax, and compliance programs.
- Ability to plan, organize, and direct complex administrative operations across multiple work units.
- Excellent communication, negotiation, and relationship-building skills with internal and external stakeholders.
- Skill in interpreting statutes, policies, and procedures and applying them to real-world operational challenges.
- Commitment to public service, continuous improvement, and high ethical standards.
