DISTINGUISHING FEATURES OF THE CLASS:
This is responsible work involving the exercise of delegated powers and duties necessary to the operation and administration of the parking function of the Department of Public Works. The incumbent, under the general direction of the Director of Public Works, is responsible for planning, coordinating and overseeing all off-street parking facilities and metered street parking. Supervision is exercised over staff assigned staff. The Deputy Director of Public Works/Parking performs related work as required.
TYPICAL WORK ACTIVITIES:
Maintains records on all parking operation activities.
Provide direction and managerial supervision of the day-to-day operations of the City's parking facilities.
Oversee the contracts with entities who utilize the City's off-street parking facilities.
Make recommendations to improve the City's parking program for visitors and residents who visit the downtown area.
Respond to equipment malfunctions and service-related issues.
Works with vendors of software and hardware associated with parking.
Review equipment and supply requirements and prepare justifications.
Involved with the Director in the interviewing, and staff.
Responsible for training staff in the use of software.
Recommend staff changes.
Approves work schedules in consultation with the Director.
Confers with other departments on matters related to the off-street parking facilities.
Performs work as assigned by the Director as needed.
Prepare reports as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Knowledge of management principles, practices and techniques; knowledge of electronic, computerized parking equipment and web based parking applications; good communication skills providing clear, professional communication with staff, city officials and the community; ability to utilize a personal computer and associated software programs; ability to mediate disputes, maintain professionalism and build positive work relationships; ability to supervise and evaluate staff; ability to establish and maintain effective working relationships with other City officers and employees, vendors, and the general public; willingness to introduce new ideas, improve efficiency, and adapt to evolving city needs; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
A.) Associates degree from a regionally accredited college or university and two (2) years of supervisory or management experience in parking operations, retail business or a service-related industry.
B.) Graduation from high school or possession of a high school equivalency diploma and four (4) years of experience as defined in (A).
Special Requirement:
Possession of a valid New York State driver's license is required at the time of appointment.
Pay: $58,000.00 per year
