Under the direction of the High-Speed Rail Authority (Authority) Supervising Transportation Engineer, the Associate Governmental Program Analyst performs the more complex analytical support for Managers in the Contracting Office of the Authority. This position is responsible for the full contract life cycle management, ensuring all assigned contracts and agreements are procured, administered, and managed in accordance with policies and procedures of the Authority, the State Contracting Manual (SCM), the State Prompt Payment Act, State Administrative Manual, the California Government Code, and other State and federal laws affecting contract administration.
Civil Branch
Under the Contracting Office, the Civil Branch is responsible for procuring and administering traditional and alternative delivery construction contracts related to building structures, roadway development, bridges, and highway infrastructure. This includes earthwork, grading, structural concrete, pavement construction, drainage systems, and geotechnical engineering. In addition to construction administration, the Civil Branch supports the operations and maintenance of infrastructure assets, ensuring long-term performance through asset management, preventive maintenance programs, and rehabilitation of civil works in compliance with safety and design standards.
Systems Branch
Under the Contracting Office, the Systems Branch is responsible for procuring and administering high-speed rail systems construction contracts, including track installation, overhead contact system (OCS) construction, traction power facilities, train control systems, signaling, and integrated communication networks. The branch supports proper implementation of electrical systems, SCADA (Supervisory Control and Data Acquisition), and building automation technologies to support operational efficiency and reliability.

Working Conditions
Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, manage multiple tasks, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities. The incumbent occasionally works outdoors at construction sites to support pre and post award site visits and surveys, and may be exposed to dirt, noise, inclement weather, and extreme heat or cold. The terrain will have uneven surfaces and may include obstacles that may need to be stepped over or maneuvered around.

Desirable Qualifications

- Good judgement and excellent communication skills, both written and oral.
- Experience taking minutes at meetings and preparing meeting calendars, perform official applications, correspondence, word processing, spreadsheets, and presentations.
- Knowledge of state contracting procedures to procure and manage contracts.
- Demonstrated ability to act proactively and independently.
- Ability to maintain organizational relationships both internally and outside of the organization.
- Knowledge of the California State Administrative Manual, State Contracting Manual, Prompt Payment Act, Public Contract Code, and the California Government Code.
- Experience developing and preparing solicitation documents and familiarity with the FI$Cal system or other contract procurement system.
- Experience reviewing and processing invoices, payment applications, tracking deliverables, and fiscal data analysis.
- Experience with document control and/or contract management filing systems.
- Experience performing analytical tasks in budgeting, management analysis, personnel, planning, expenditure forecasting, program evaluation, and policy analysis.
- Experience working with stakeholders and collaborating with team members.
- Experience with Word, Excel, and PowerPoint to create documents, graphs, spreadsheets, and presentations.
- Experience interpreting written policy, laws, regulations, and/or contracts.
