About the Role:
We are seeking a strategic and experienced Assistant HR Manager / HR Director to provide leadership across all HR functions within a complex, unionized public health organization. This role balances day-to-day HR operations with long-term workforce planning and strategy, ensuring compliance, employee engagement, and effective human capital management.
The ideal candidate is a proactive leader with strong interpersonal, analytical, and strategic planning skills, capable of navigating complex labor relations and organizational dynamics.
Key Responsibilities:
- Provide leadership and oversight for all HR functions, including employee relations, compliance, workforce planning, and HR operations.
- Manage and support unionized and non-unionized employee relations, ensuring fair and consistent practices.
- Develop, implement, and monitor HR policies, procedures, and compliance programs.
- Collaborate with leadership to develop long-term workforce strategies aligned with organizational goals.
- Oversee recruitment, onboarding, training, performance management, and employee development initiatives.
- Serve as a trusted advisor to managers and employees on HR issues, conflict resolution, and policy interpretation.
- Monitor HR metrics and prepare reports to support data-driven decision-making.
- Ensure adherence to federal, state, and local employment laws and regulations.
Required Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Minimum 7 years of progressive HR experience, with demonstrated leadership in complex or unionized environments.
- Strong knowledge of labor laws, compliance standards, and HR best practices.
- Excellent interpersonal, communication, and conflict-resolution skills.
- Proven ability to manage multiple priorities while leading HR initiatives across departments.
Preferred Qualifications:
- Master's degree in HR, Business Administration, or related field.
- HR certification (e.g., SHRM-SCP, SPHR) preferred.
- Experience in public health or government organizations.
- Demonstrated success in strategic workforce planning and organizational development.

Pay: $56, $67,470.06 per year
