The DC Department of Youth Rehabilitation Services (DYRS) is a Social Services Agency tasked with providing holistic and therapeutic programs and services to adjudicated youth between the ages of 12-21 in the District of Columbia. It serves as the District's cabinet level juvenile justice agency. DYRS administers detention, commitment, and aftercare services for youth held under its care in its secure facilities or residing in the DC community. The Youth Development Representative (YDR) position is located in the Secured Programs Division, under the purview of the Deputy Director of Secured Programs with the DC Department of Youth Rehabilitation Services (DYRS).
Duties and Responsibilities
The Supervisory Youth Development Representative (SYDR) supervises and leads the Youth Development Representatives in providing the day-to-day direct supervision and positive engagement of youth in the department's care and custody. Is vigilant in the performance of assigned duties and is an integral part of a multi-disciplinary team endeavoring to rehabilitate and provide safe, secure, and humane treatment of youth in custody. The Supervisory Youth Development Representative develops and monitors the facility master schedule for YDR staff. Reviews the assignments to ensure efficient and effective use of available personnel resources. Monitors shift schedules to ensure the availability of sufficient personnel to transport youth to court and other varied locations including hospitals and medical clinics. The Supervisory Youth Development Representative conducts inspection tours of the facility or service area and adjacent property to identify conditions, which present the potential for abscondence. Directs random security inventories of facility areas and property. The Supervisory Youth Development Representative participates in the resolution of complaints related to facility security measures by conducting investigations of issues and evaluating options for resolving/responding to complaints.
The incumbent ensures appropriate YDR staff effectively assists youth with their lessons in the classroom and works collaboratively with education staff to maintain order and discipline. During non-academic programming, along with subordinate staff, serves as a role model to youth, participates in recreation and group sessions with youth as needed, and assists with the development of appropriate life and social skills. The Supervisory Youth Development Representative is responsible for coaching and lead staff on using verbal and other techniques to de-escalate conflicts, tensions, fights or other disturbances, and if necessary physically restrains and imposes discipline on youth consistent with department policies and procedures. The Supervisory Youth Development Representative is responsible for documenting reports and officially enters incidents into the department's computerized information system and/or logbooks in the event of an incident and submits detailed written reports. The Supervisory Youth Development Representative is responsible for ensuring youth are supervised and engaged through behavioral management programs that are implemented in the facility. As part of supervisor's team, evaluates youth on DYRS' behavior management and modification system, and ensures participation from a YDR with Youth Family Team meetings to provide input on youth's behavior and case planning.
Qualifications and Education
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.

Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.
Licensures and Certifications
Must possess and maintain a valid driver's permit issued by the District of Columbia, Maryland, or Virginia.
Working Conditions / Environment
Work is performed in a juvenile detention facility. Some degree of hazard may be present in working with high risk youth in custody with histories of aggressive conduct and disruptive behavioral problems. The incumbent must be able to physically perform the basic life operational functions of walking, standing, bending, grasping, talking, repetitive motions, squatting, running, jumping and climbing; to carry or drag an individual (125 pounds, or more) a minimum of seventy-five (75) feet; and to fully perform DYRS approved restraint techniques and to apply restraining devices to aggressive and assaultive youth.
Other Significant Facts
Tour of Duty: Due to the nature of the responsibilities of this position, work hours are on a rotational basis to any of DYRS facilities, group homes, or service areas. This facility is a 24/7 operation. Shifts may vary.(Rotational tour of work normally requiring rotation on each of three tours - AM, PM, Midnight - seven days per week, and holidays)

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a safety-sensitive position.
Essential Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
