Program Manager

This position is located in the Department of Youth Rehabilitation Services (DYRS), Youth and Family Programs, Case Management Division. The mission of DYRS is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety.

The Program Manager (Case Management) will manage, supervise, and oversee DYRS' Case Management Division. Case Management is provided to every court-involved youth for the duration of his or her commitment to DYRS.

Major Duties and Responsibilities:

The Program Manager (Case Management) directly supervises all staff in the four case management units of the Case Management Division. Ensures all case management staff adhere to the DYRS Case Management Manual, including development, implementation, and updates of Individual Service Plans. Maintains consistent contact with youth, regular updates to case files and notes, and timely case closures. Works with DYRS Court Liaison staff and court personnel to provide court-related information on youth. Ensures DYRS' data system (FAMCARE) is regularly updated for each committed youth. Ensures all youth have TDMs per policy, with information entered into FamCare, and completed YLS assessments with Care Plans based on identified needs; ensures re-assessments per YLS timelines.

The incumbent provides oversight of staff activities and issues policy guidance, as necessary. Plans and coordinates work through subordinate supervisors; establishes priorities, develops schedules, and ensures regulatory compliance. Keeps the Deputy Director apprised of program complexities requiring higher-level resolution; assesses problems and procedures, and recommends solutions. Analyzes existing methods and techniques for efficiency and revises as needed. Participates in employee selection, evaluation, separation, training, and performance standards development. Provides advice and instructions on work and administrative matters, resolves minor grievances, and leads effectively in employee and union relations.

Qualifications and Education:

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions / Environment

The incumbent works primarily in an office setting which is adequately heated, lighted, and ventilated; however, some tasks may require fieldwork in secured facilities.

Other Significant Facts:

Tour of Duty: 8:30 am – 5:00 pm; Incumbent will be subject to flexible work schedule and 24-hour emergency call to duty.

Duration of Appointment: MSS At-Will. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Protection Sensitive.

Emergency Designation: This position has been designated as an Emergency position under the provisions of District Personnel Manual Chapter 12. As such, individual(s) in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
