JOB SUMMARY
Under the direction of the Chief Deputy or Senior Director, this position is responsible for overseeing the monitoring, reporting, and accounting of operating and capital grants within the County Finance Department, supporting the Clerk's role as Hillsborough County Comptroller to the Board of County Commissioners (BOCC). The incumbent ensures the integrity of the Oracle Cloud Projects (and Grants) Module and the General Ledger as they relate to grant-funded projects and programs, mitigating the risk of audit findings and ensuring compliance with federal, state, and local regulations. This position manages daily operations of grant accounting and financial reporting, provides guidance and supervision to assigned staff, coordinates with internal departments and external auditors, and ensures alignment with established policies, procedures, and compliance standards.
SALARY RANGE: $75,670.40-$128,648.00 annually

JOB SPECIFIC COMPETENCIES
- Knowledge of governmental and commercial generally accepted accounting principles (GAAP).
- Knowledge of internal controls, auditing standards, and compliance requirements for federal, state, and local grants.
- Knowledge of Oracle Cloud SaaS applications, especially the General Ledger and Projects (Grants) Module, including reporting tools.
- Knowledge of Florida Statutes, County policies, grant regulations, and federal grant compliance (2 CFR Part 200).
- Skill in preparing, reviewing, and approving journal entries, subledger transactions, and reconciliations.
- Skill in financial analysis, problem-solving, and identification of potential audit issues.
- Ability to prepare year-end accruals, deferrals, and reconciliations for accurate reporting.
- Ability to interpret contracts, compliance supplements, audit guidance, and related accounting literature.
- Ability to supervise, coach, mentor, and evaluate assigned staff.
- Ability to communicate effectively both orally and in writing with staff, auditors, management, and external agencies.
- Ability to work independently while ensuring accuracy, confidentiality, and compliance with deadlines.
- Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and financial reporting tools.
REPRESENTATIVE DUTIES

- Oversee daily operations of grant accounting and financial reporting functions.
- Prepare federal and state Single Audit expenditure schedules, report packages, and Data Collection Forms for audit and submission to required recipients.
- Review and approve journal entries and subledger batches to maintain balance between the General Ledger and Projects Module.
- Prepare year-end accrual and deferral journal entries to ensure accurate reporting of revenues and expenditures.
- Reconcile grant revenues and expenditures, identify potential discrepancies, and assist with external audits.
- Review contracts and establish award specifications in the Projects Module, including grantor details, funding amounts, effective dates, and other attributes.
- Develop and run reports to extract awards and grant project information as needed for customers, auditors, and internal use.
- Supervise posting of payroll to the Projects Module and resolve grant-related payroll issues in coordination with departments.
- Oversee monthly and annual closing of the Projects Module.
- Collaborate with IT staff to test system updates, enhancements, and resolve reported issues.
- Monitor grant trial balances for cash, receivables, fund balances, revenues, and expenditures; communicate potential audit concerns for resolution.
- Provide guidance, training, and best practices to departments to minimize audit findings and ensure compliance.
- Maintain and update departmental Standard Operating Procedures (SOPs); ensure staff are cross-trained on essential functions.
- Supervise, coach, and evaluate staff performance, including hiring, training, and disciplinary actions.
- Develop and maintain effective working relationships with internal departments, external agencies, and auditors to ensure efficient communication and workflow.
- Prepare and monitor budgets for departmental programs and ensure proper use of Clerk resources.
- Participate in special projects, operational initiatives, and audits as assigned by management.
Performs other duties as needed, including those performed by subordinate fiscal, financial, and/or clerical staff.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A Bachelor's degree and ten (10) years of recent and relevant work experience, including performing personnel management duties (i.e. supervising, training, hiring, disciplinary action, counseling, performance evaluations, recommending transfer, promotion, and employee separation.)

An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above.
