Description

The Richmond Police Department is seeking an experienced and motivated Health and Safety Officer to oversee workplace safety, accident prevention, and employee health programs. This position plays a vital role in ensuring compliance with Virginia Occupational Safety and Health (VOSH) standards and other applicable safety regulations.

The Health and Safety Officer is responsible for coordinating liability-related programs, such as the department's workers' compensation and modified-duty programs, to ensure compliance, accurate documentation, and effective case management. The position also assists with the administration of the Americans with Disabilities Act (ADA) interactive process for Police Department personnel.

Duties include but are not limited to
  • Conduct inspections for VOSH compliance and assess safety at police facilities, training sites, and operational activities.
  • Coordinate and administer employee safety training, briefings, and education programs.
  • Respond to safety and health-related questions, complaints, and incident reports.
  • Review personal injury, motor vehicle, and occupational accident reports for analysis and follow-up.
  • Collaborate with Risk Management and Human Resources to monitor and maintain the modified-duty assignment list for sworn and civilian employees recovering from on- or off-duty injuries.
  • Train and advise supervisors and managers on workplace safety practices, modified-duty procedures, and ADA compliance requirements.
  • Support the ADA interactive process by coordinating documentation, communication, and reasonable accommodation reviews for department employees.
  • Maintain accurate safety records and reporting, including OSHA/VOSH documentation and workers' compensation data.
  • Provide recommendations to leadership for workplace hazard mitigation, safety improvements, and injury prevention initiatives.
Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in Occupational Safety, Safety Management, or a related field
  • 4 years of experience in Occupational Health and Safety
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS:

  • Public safety experience preferred

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • A valid Driver's License with a satisfactory driving record, and acquisition of a valid Commonwealth of Virginia Driver's License within 30 days of hire

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Occupational/general health and safety principles, processes, and procedures
  • OSHA regulations and compliance
  • Safety equipment including gas monitors, lanyards and harnesses, respirators, and other confined space entry and fall protection equipment
  • Risk Management and Process Safety Management guidelines
  • OSHA 300 log, including understanding of recordable, lost workday, and lost time injuries
  • OSHA/VOSH reporting procedures (position-specific)

Skills (some combination of the following):

  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
  • Oral and written communication
  • Public speaking, presenting, and training on human resources, health, safety, and other topics

Abilities (some combination of the following):

  • Track and maintain multiple projects
  • Recognize an IDLH (Immediately Dangerous to Life & Health) condition and address the situation with authorized and affected personnel
  • Function independently with minimal supervision
  • Problem-solve
  • Manage time effectively
  • Pay attention to detail regarding writing and proofreading
  • Manage timelines and deadlines

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to walk, stand, talk, see, and hear. The employee is climb, occasionally required to balance, stoop, kneel, crouch, reach extending hands and arms, push, pull lift, feel, grasp or finger, and use hands, wrist, or fingers in a repetitive motion. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
